Planning steps
STEP 1: Describe the instructional technology and the learning context
- Describe the instructional technology to be used and the learning context in which the technology is integrated using Worksheet G.
- Use the information recorded on Worksheet G to inform your assessment questions and purpose (Steps 2 & 3).

STEP 2: Identify stakeholders and their needs
- Using Worksheet H, identify all stakeholders, their needs, and what questions they have related to the program.
- Identify any questions that more than one stakeholder is likely to have. Mark these with an "X" because they are probably more important.
- Rank all the questions by their importance. Assign the same rank to similar questions.
- Choose the top 1-3 questions to be the focus of your assessment. These are the central questions of your assessment.

STEP 3: Determine the assessment purpose using central questions
- Write each of your central questions in the first column of Worksheet I. Adjust phrasing as necessary.
- In column two of Worksheet I, circle the assessment purpose of each central question you listed. Each of your questions should fit in one of the three categories below:
- Gain Insight - to clarify how to best use the instructional technology to bring about expected changes.
- Change Practice - to improve the quality, effectiveness, or efficiency of instructional technology use.
- Measure Effects - examines the relationship between instructional technology, teaching and learning

STEP 4: Identify how you will use the assessment results
- Identify how you will use the results (answers) for each of your central questions. Uses should directly relate to the assessment’s purpose.
- Record how you will use the results for each central question in the third column of Worksheet I.
STEP 5: Choose the appropriate assessment method(s) and plan implementation
The assessment plan is a detailed description of how the research will be implemented.
