Policy Action: Congestion Pricing: High Occupancy Toll (HOT) Lanes
Definition:

HOT lanes charge variable tolls for the use of HOV (High Occupancy Vehicle) lanes that depend on the level of congestion and number of people in the vehicle. HOVs and transit may travel on HOT lanes for free, while SOVs may use them for a price. Examples of HOT lanes can now be found in San Diego , the Katy Freeway in Houston , and SR 91 in Orange County , California . The Katy freeway HOT lane, Houston, which runs for 13 miles from west of State Highway 6 to west of Washington Avenue, has been in operation since 1998, when it was converted from the freeway’s original high occupancy vehicle (HOV) lane to a HOT lane. Before and after studies of the Katy showed that its HOT lane application had the positive results of increased number of three-plus carpools during the peak, redistribution of two-plus carpools to before and after the peak hour, increased average traffic speeds and improved LOS of the Katy HOV’s, and the transportation of the same number of passengers more efficiently.
