Policy Action: Land Use Expert Panels
Definition:

Maryland DOT’s State Highway Administration has used land use expert panels on three projects when important questions arose about the links between the characteristics of a planned road project and local environmental and land use priorities. This approach required the formation of a panel of outside professionals (real estate experts, developers, environmentalists, bankers, experts in growth management and local planners) who aided in the development of alternative, policy-based land scenarios as the basis for project planning, and who helped consider whether land uses were likely to change as a result of planned transportation improvements. Texas Applications

Longview MPO, Texas conducted two expert panels in 1992 and 1998 and was preparing for a third one in 2002. The purpose of the Longview’s expert panels were to allocate the area’s projected population and employment growth for the year 2015 to 2019 traffic analysis zones. The experts considered were development professionals (planners and engineers), local elected officials and MPO members, land development industry representatives (realtors and developers), employers (basic, retail and service sectors), and bankers. Growth in the Longview MPO appears to be occurring in the locations in which it was forecasted in the 1992 process.
