16.5.6.1 U.S. GOVERNMENT PROPERTY PROCEDURES FOR APPLIED RESEARCH LABORATORES—INTRODUCTION This document is to assure that the property management and record keeping procedures of The University of Texas at Austin Applied Research Laboratories (ARL:UT) are in compliance with applicable U.S. Government regulations set forth in the Federal Acquisition Regulations (FAR) and its supplements, and with applicable policies and procedures of the University of Texas at Austin. These procedures are directed to all users as well as to custodians of U.S. government property. It is intended to complement the FAR and FAR Supplements and therefore should in no way be construed as superseding the requirements of those regulations. Where this procedure conflicts with the property clauses of a specific contract, a resolution should be worked out with the cognizant property administrator or contracting officer as soon as possible. This procedure will be reviewed at least annually by both the ARL:UT Property Office and Contracts Office to assure compliance with contractual obligations. Federal Acquisition Regulation These procedures briefly cover all aspects of procuring, receiving, controlling, tracking, maintaining, and disposing of US Government property. It is the responsibility of the user of government property to follow these procedures. When questions arise that are not answered by these procedures, the Office of Naval Research Regional Office (ONRRO) should be consulted to determine the procedure to be followed. These procedures will be administered by the Inventory and Property Control Office (hereinafter referred to as the Property Office) of the Engineering Services Division (ESD) of ARL:UT.
