SUMMARY OF 2002-03 SALARY POLICY AND BUDGET PREPARATION PROCEDURES

The summary below lists the major issues that will impact the preparation of your departmental budget.  Please review this list and carefully read the detailed instructions for the issues that are applicable to your department. Faculty Salaries:

  • The University will implement a 3.25% salary increase pool for faculty.  Increases will be merit based.
  • Provost Ekland-Olson has sent a letter to each Dean detailing allocations and policy on endowment supplement increases.
  • Academic rates for Vice Presidents, Deans, and Administrators to remain at current rate.  Allocations on these individuals have been held centrally. Rate increases and funding will be handled by the Budget Office based on recommendations from the President, Provost, and Vice Presidents.
  • Departments may supplement the salary increase allocation within available recurring funds with approval of the Dean and Provost.
  • Academic departments with faculty who hold dual or courtesy appointments must communicate to establish a consistent rate in both departments.
  • Each Dean must submit a reconciliation of the total faculty FTE.  College/schools must submit documentation if there is an increase or decrease in the total faculty FTE.
  • Each Dean must submit a reconciliation of the TN/TT reserves, including TN/TT reserves in departmental budgets. 

Roster Faculty:

  • Academic rate increase recommendations for roster faculty must be made in the budget.  Increases will not be permitted outside of the budget process.
  • Funding for increases should be from existing resources in addition to the allocation on non-tenure faculty reserves.  Allocations to the non-tenure reserves may not be used for any other purpose.
  • Roster faculty with multiyear appointments must have an official footnote included in the budget.
  • New individuals on the roster must have an approved PAR.
  • Academic departments must contact departments for A&P rate recommendation on roster faculty who hold dual appointments and have proportional rates.
  • Review rosters and remove faculty who will not be reappointed.

Teaching Assistants/Assistant Instructors:

  • The University will implement a 3.25% salary increase pool for TA/AIs.  Funding for increases should be from existing resources in addition to the allocation on the TA/AI reserve.  First use of funding must be for mandated increases. Departments may supplement the salary increase allocation within available recurring funds with approval of the Dean and Provost.
  • New full time minimum for TAs will be $15,921 and the maximum will be $33,417.
  • New full time minimum for AIs will be $18,603 with no established maximum.
  • Tuition Assistance will be increased for 2002-03.  Refer to detailed instructions for new amounts.

Administrative and Professional, Classified Salaries, and Wages:

  • The University will implement a 3.25% salary increase pool.  Recommendations will be merit based and/or the 2001-02 mandated 4% increase.  First use of funding must be for mandated increases.
  • A&P salary recommendations must be made at this time.
  • Classified salary increase pools must be established at this time.
  • Wages accounts should be increased as necessary to fund salary increases, as well as the 2001-02 mandated salary increase for hourly employees.
  • Departments may supplement the salary increase allocations within available recurring funds.
  • The minimum salary will increase from $8.51 to $9.00 per hour.
  • All minimums and maximums in the classified pay plan will increase 2%.  A supplemental allocation has been made to departments to fund the increase to the new minimum for affected employees.
  • Units funded from indirect cost return will not receive allocations.

2001-02 Mandated 4% Salary Increases:

  • Some employees may be eligible for the 2001-02 mandated 4% salary increase.  Reports have been provided to Vice Presidents and Deans listing employees who may be eligible.  Mandated increases must be funded before any merits are awarded.  Please refer to the Special Considerations section of the detailed instructions for full information.

Auxiliary Enterprise, Designated Funds, Service and Revolving Funds, Contracts and Grants, and Endowments:

  • Policy on endowment supplement increases included in a letter to each Dean from Provost Ekland-Olson.
  • A&P salary recommendations must be made at this time. Recommendations will be merit based and/or the 2001-02 mandated 4% increase.  First use of funding must be for mandated increases.
  • Classified salary increase pools must be established at this time following E&G salary policy.  Salary recommendations will be made in August.
  • Wage budgets should be increased to provide funding for any salary increases as well as the 2001-02 mandated 4% increases.
  • Review and adjust income estimates, fringe benefits, and prior year balances as needed.

  • Please provide an explanation of unusual or exceptional changes in budgets in the remarks or comment section of the BDL document.

 

Fringe Benefits:

  • Fringe benefits are expected to increase a minimum of 15%. Non-E&G units should adjust fringe benefits to accommodate salary increases and the projected increase in fringe benefits.
  • The University will provide increased premium sharing contributions to cover out-of-pocket premium increases up to a 15% increase for faculty, staff, and retirees.  Please read the detailed information attached for increase amounts.
  • Longevity Pay is based on $20 per month for each three years of service up to a maximum of $280 per month.

 

Flat Rate Tuition:

  • College of Liberal Arts and College of Natural Sciences will participate in the pilot project for flat rate tuition.
  • Colleges and Schools will have a new account established in the budget with a lump sum allocation.   The funds are an offset for fees not collected from Liberal Arts and Natural Sciences students.
  • Fee budgets will have to reduce estimated income to offset the lump sum funding.
  • Additional information will be provided from the Provost’s Office and Budget Office.

 

Lab Fee Return:

  • Adjustments will be made to college lab fee returns in the budget based on fees collected for Summer 2000, Fall 2000, and Spring 2001.

Return of Overhead:

  • No increases will be made to the Research Development and Support budgets for 2002-03.
  • Adjustments will be made to the Research Development and Support budgets in colleges and schools with reductions in overhead return based on calendar year 2001.
  • Units funded with ICR will not receive salary increase allocations but must fund a 3.25% salary increase pool for A&P and classified in accordance with the University’s salary policy. Recommendations will be merit based and/or the 2001-02 mandated 4% increase.  First use of funding must be for mandated increases.
  • A&P salary recommendations must be made at this time.
  • Classified salary increase pools must be established at this time.
  • Wages accounts should be increased as necessary to fund salary increases, as well as the 2001-02 mandated salary increase, for hourly employees.

Deadlines:

  • All non-academic units due March 19th
  • Architecture, LBJ School, GSLIS, Nursing, Pharmacy, Social Work, & Law due March 19th
  • Communication, Education, & Fine Arts due March 22nd
  • Red McCombs School of Business, Engineering, Liberal Arts, & Natural Sciences due March 26th
