Tenant and Users Liability Insurance Policy (TULIP) Program
This information applies to staff and faculty at The University of Texas at Austin involved with event planning and/or third party facility rental coordination.
If a third party hosts an event on university property, the university requires that the third party provide liability coverage naming the university as an additional insured. If they do not have this insurance and are unable to obtain it at a reasonable cost, the university offers general liability insurance (TULIP) at a nominal cost to them.
- Work with management of the UT Austin facility being rented out to secure the appropriate university contract (or Facility Use Agreement). Insurance terms and conditions are included in our standard contract templates.
- Use the Request for TULIP Insurance form to request TULIP coverage, if needed.
- The attached spreadsheet outlines rates and event classifications, which vary based on level of risk associated with each event.
- Rates did not change from the prior year, but there are new classifications so please review to find the appropriate match for your event.
- The Office of Risk Management can process most requests within 10 business days. However, if your event falls within the fourth category (higher risk), please allow 60 days as these events require individual acceptance and underwriting by the carrier.
- TULIP is not meant to provide property damage coverage. The university covers this exposure through the CPPP program, subject to the $250,000 deductible, which is the department’s responsibility.
- TULIP is an open reporting General Liability policy written in the name of the tenant users of UT System facilities (that is, the third party who is using the university property for their event.) UT System Board of Regents and The University of Texas at Austin are automatically included as additional insured under the policy.
Coverage Details, as provided by UT System Office of Risk Management:
- The University of Texas System-wide TULIP policy renewed May 31, 2009 under Employers Fire Insurance Company (AM Best rated A, XIII) with similar terms and conditions as the expiring program.
- Liability limits:
$1,000,000 each Occurence with no General Aggregate
$1,000,000 Products and Completed Operations Aggregate
$1,000,000 Personal and Advertising Injury Limit
Medical expenses are excluded.
