An update on HRMS


The University of Texas at Austin is implementing an application to manage human resource and appointment processes. The Human Resource Management System (HRMS) was formerly known as Position Management (PM). 

Employees who work with or oversee human resources, budget, financial or appointment functions will use the system.

Members of the university's development community can visit this Web site to find out about the project and its milestones. This information is intended to help both the HRMS project team and university development community identify areas where we may need to work together to integrate systems.

Below are some general questions to give you more information on this project and its status.

WHAT IS HRMS?

HRMS is a software application that will, after full completion, integrate employment-related procedures such as:

-recruitment

-hiring and separation

-performance evaluation

-compensation, time, and labor management

In addition to supporting a variety of Human Resources functions, HRMS will offer users more information and functionality than is currently available today through *DEFINE’s appointment and employment applications.

WHEN & WHAT WILL CHANGE?

The project will occur in phases, with the first phase going into effect on November 3, 2008.

When the first phase of the project launches in November, users will be able to access an improved user interface to carry out functions previously performed in Recruitment and Position Manager (RPM) as well as some limited transactions handled in *DEFINE. Phase One will include A&P and Classified positions; Students and Faculty will be addressed in Phase Two. 

WHAT WILL HRMS DO IN THE FUTURE?

The HRMS project will occur in phases, and after full completion will be a robust application that will combine a number of processes to manage employees and other people who do work for the university.

The long-term vision of HRMS is to create a one-stop application to store all aspects of employee data, from authorizations and history to tracking of training and performance evaluations. This will require integration with systems across campus.

One highlight that the HRMS team will begin to undertake is tracking the university’s 0% appointment positions. These individuals could be independent contractors, visiting faculty, flat-rate workers and volunteers. The benefit of tracking these individuals who are not employed with the university, but rather, affiliated with it, is that it will be easier to streamline processes related to this population, including managing such things as access and authorizations.

This change will not likely be fully implemented until further into the project, but the HRMS team is beginning the process to work out details during this time.

HOW WILL IT AFFECT ME?

Major changes in the initial launch of the software application going live in November will mainly affect employees who today work with Recruitment and Position Manager and appointments for A&P and Classified personnel.

Developers should be able to access security and authorizations through current modules as you do today. In HRMS, new information will be available, such as knowing who a person’s supervisor is.

Ultimately HRMS will touch most aspects of human resources and appointment processes for all employees who have appointments.

WHO IS WORKING ON THE HRMS PROJECT?


As the first project to be launched under the ENCORE umbrella, numerous employees throughout the university are working together to develop this system to meet human resources needs specific to higher education and The University of Texas at Austin.

Currently the project team is made up of employees from the Budget Office, Controller’s Office, HRS, ITS, Payroll Services, Provost’s Office, and TRECS.

The HRMS team is being guided by the project’s operating and executive sponsors.

Operating sponsors include Mary Knight (Budget Office), Fred Friedrich (Controller’s Office), Renee Wallace (Provost’s Office), Julien Carter (HRS), Jamie Southerland (Liberal Arts), Kathy Foster (Provost’s Office), Leslie Saucedo (Payroll Services), and Barbara Centano (UTSA).

Executive sponsors include Provost Steven Leslie, CFO Kevin Hegarty, VP for ECS Pat Clubb, and VP for IT Brian Roberts.

Representatives from every college/school and vice presidential area are also involved and offering input.
