"I attended UTCPE Examiner Training in 2004. I have been in Iraq
for the past 12 months and am currently assigned as the Senior Law Enforcement
Advisor to the Minister of Interior (MOI). The MOI is responsible for
over
214,000 national police personnel. In August I realized that no one,
State Department or Dept. of Defense, had ever conducted a comprehensive
assessment
to determine the current status of the MOI in terms of effectiveness
and performance. I downloaded the Baldrige criteria for business and
developed
a Comprehensive Assessment Plan which was subsequently adopted and approved
by the U. S. Embassy, Dept. of Defense, Dept. of State and Dept. of Justice.
We have been in the field since November 1 and expect to complete our
assessment around January 15th. Unfortunately, I end my mission here
on 20 December
so my team will finish the assessment without my physical presence; however,
I will continue to assist and supervise from Texas until the project
is completed. The results of this assessment will be included in the
military’s
5 Year Plan for Iraq. I mention all of this because the training I received
at The University of Texas in Baldrige enabled me to develop and conduct
this vital assessment so that the U. S. government will know where the
MOI is today and what we need to do to move it toward performance excellence.
Let me thank you and UT for the great training which has paid many dividends
here in Iraq." |
