Cabinet Formation in Post-Soviet Russia: Ministers & Cronies

 Talk by Dr. Elena Semenova

Research Fellow, Jena Graduate School

Friedrich-Schiller University, Jena, Germany

Dr. Semenova will draw on her data covering all cabinet ministers and positions in Russia since 1991, concentrating on the allocation of ministerial portfolios in Vladimir Putin’s super-presidential system after 2000. She will focus on ratios of administrators to Putin cronies, with particular attention to the cabinet appointed in May 2012.

Born and raised in Russia’s Krasnoyask Region, Dr. Semenova holds an undergraduate degree and a Ph.D. in Political Science from M.V. Lomonosov Moscow State University. This month she is Visiting Scholar at the University of Toronto. In addition to a score of journal articles, Dr. Semenova is the author of books comparing Russian and German MPs and Russian public perceptions of the country’s political leadership.
