The Institute for Urban Policy Research and Analysis (IUPRA) is located at the University of Texas at Austin in the L. Theo Bellmont Hall within the Darrell K. Royal – Texas Memorial Stadium.

The entrance to IUPRA offices in Bellmont Hall is across the street from the Etter-Harbin Alumni Center and may be accessed by entering glass doors, just south of the Longhorns Limited Store, that read Gate 4 and Gate 5. The facility was named for L. Theo Bellmont, UT athletic director from 1913 to 1957, who was instrumental in the creation of Memorial Stadium and the Southwest Conference.

Visitors with Disabilities: Visitors displaying the appropriately approved state plate or placard may park in any "D" space by obtaining a "TD" permit (Temporary UT "D" permit) at a traffic control kiosk or at the PTS main office. Parking in university parking garages is available at daily rates with no UT "D" permit. Additionally, these visitors may park in surface "D" spaces after 4:00 p.m. with no university "D" permit. They must display their appropriately approved state plate or placard. There is no fee for this parking. University parking spaces for persons with disabilities are reserved for the university class "D" permit holders only from 7:30 a.m. to 4:00 p.m., Monday through Friday unless otherwise signed. Conference coordinator(s) must arrange with the department of PTS to provide for special needs for "D" parking if required between 7:30 a.m. to 4:00 p.m., Monday through Friday. A traffic control kiosk guard may issue a "TD" permit for one day to visitors bearing disabled placards or license plates for official visitors between the hours of 7:30 a.m. and 4:00 p.m. http://www.utexas.edu/parking/maps/ada/d.pdf
