Oriol Mirosa, doctoral candidate in Sociology at the University of Wisconsin-Madison, locates the privatization of water services in Bolivia in a global context, showing how a changing international discourse and institutions pushed Bolivia and other poor countries to view water as a marketable commodity rather than as a basic need and how these pressures for privatization have persisted even in the aftermath of successful social movement pressure for a democratic opening.
