By ‘Neighbors’ mean Pakistan, Nepal, Bhutan and Bangladesh. By 'water relations' mean that part of inter-country relations that have to do with transboundary river water systems. He shall deal with the Indus Treaty 1960 (with Pakistan), the Ganges Treaty of 1996 with Bangladesh, the Mahakali Treaty of 1996 with Nepal, and the related issues, against the overall India-Pakistan, India-Bangladesh and India-Nepal political relations. (In the case of Bhutan, the story is essentially one of cooperation on certain hydro-electric projects.) He shall then look beyond river waters, governments and big projects, and outline other possibilities of cooperation between India and these countries.
