I. Professor Stolp introduced Sergio Guerrero from El Paso.

Prof. Schmandt passed around photos of the Rio Grande around Fort Quitman.

II. Prof. Ward talked about the climate and hydrology of the upper Rio Grande (from the headwaters in Colorado to Fort Quitman, Texas).

- covered topography of basin

- areas of run-off

- ecological problems of water management

- chronology of river projects, particularly in New Mexico

- rough water budget of supply and demand

III. Prof. Schmandt spoke about water management issues.

- history of US-Mexico relations along river

- current international management agreements

- discussed Rio Grande Project in particular. The project is the dominant water infrastructure of the Rio Grande from Elephant Butte Reservoir in New Mexico to Fort Quitman, Texas. It is managed by the U.S. Bureau of Reclamation, as well as local irrigation districts. He asked the class to pay special attention in their case studies to the management of the Rio Grande Project.

IV. Prof. Stolp continued coverage of the socio-economic background of area.

- discussed maquiladoras and industry in region

- looked at effects of NAFTA, unemployment, and maquilas

- remarked on growth of Mexican economy, little multiplier effects

touched on New Mexico's development plans for Santa Theres

V. The question was raised as to whether or not workplans should be written

jointly, or individually. It was decided that it would be up to each

mini-group to decide.

VI. Sergio gave the class an insider's view into the various issues.

- gave brief background of the city, and links between the two

- discussed sewage treatment in Cd.Juárez and its health risks

- introduced info. that El Paso purchased ranch in Hudspedth

County as a possible new source of groundwater

- also discussed controversy over Sierra Blanca nuclear waste site
