EnterTech Target Learner Characteristics Report
Introduction
The EnterTech Project is a collaborative effort between Texas business, education, government and community-based organizations to develop a job-skill training program specific to entry-level positions in Texas technology companies. Graduates will be prepared for entry-level jobs within the technology companies and the related service and supply industries or for entry to continuing education and training.
Through industry guidance, new media technologies and best pedagogical practices, the EnterTech Project aims to prepare learners for careers within the growing Texas technology economy. Target learners include transition-ready welfare and public assistance recipients, teen parents, and unemployed persons.
The primary purpose of this report is to provide information on the general characteristics of the target learners to assist in the development of appropriate and effective instructional strategies, learning activities and materials.
Methodology
This reports research is focused primarily on persons receiving Temporary Aid to Needy Families (TANF) who will be forced to exit the welfare assistance system as a result of Texas House Bill 1863 and the national Personal Responsibility and Work Opportunity Act (PRWORA) legislation. While unemployed and under-employed people of many differing circumstances can benefit from the EnterTech Project, by addressing the needs of the hardest to serve population, the training program ensures suitability to a broad group of Texans in need of job skills.
