Dr. David earned a B.A. from Princeton(English) and an M.P.A, and Ph.D. (Economics) from Syracuse. He did post doctoral study in Health Policy at Yale. Dr. David is the Assoc. Director, Budget and Planning, of NYCity Health and Hospitals Corporation and has taught health policy and health economics and finance at the UT Austin LBJ School since 1975. He has been a visiting professor at the UT School of Public Health since 1983. In addition to serving as chair of the Texas Diabetes Council 1983-88, he has been on many other advisory committees. He has also conducted research and published studies on cost of diabetes in Texas, health of Mexican Americans in South Texas, border health, portability of Medicare to Mexico, public mental health and managed care, and health insurance options in Texas.
