II. MEMORIAL RESOLUTION COMMITTEES APPOINTED BY THE PRESIDENT.

On December 16, 1997, the President appointed the following committee to prepare a memorial resolution for Professor Emeritus, Calvin McMillan, Department of Botany: Beryl B. Simpson (Chair), Donald A. Levin, and Stanley J. Roux, Jr.

On January 28, 1998, the President appointed the following committee to prepare a memorial resolution for Professor Victor G. Szebehely, Department of Aerospace and Engineering Mechanics: Hans M. Mark (Chair), Roger A. Broucke, and Byron D. Tapley.

III. ACKNOWLEDGMENTS OF MEMORIAL RESOLUTIONS RECEIVED — None.

IV. CHANGES IN MEMBERSHIP OF THE FACULTY COUNCIl.

Effective January 1, 1998, David M. Hillis (Zoology) replaced John R. Durbin (Mathematics) who was elected to serve as Secretary of the General Faculty and Faculty Council.

D&P 15102-15113 Report and Recommendations from the University Council Ad Hoc Committee to Recommend Evaluation of Administrative Personnel (REAP). Amended and then approved by University Council at its meeting on October 17, 1994. Transmitted to President on November 17, 1994. Discussed by President with Faculty Council Executive Committee on October 14, 1996, and agreement was reached that reviews for vice presidents and center directors will need to be phased in, the Hare System of voting for members of three-person committees is not necessary, and flexibility in voting procedures will be permitted. Approval recommended by President and transmitted to Executive Vice Chancellor for Academic Affairs on March 31, 1997. Approved by Executive

Changes in the Handbook of Operating Procedures for the University of Texas at Austin Concerning Periodic Evaluation of Tenured Faculty. Amended and then approved by Faculty Council at its meeting on January 27, 1997. Approved by General Faculty by circularization/no-protest procedure on February 14, 1997, and transmitted to President on February 17, 1997. Approval recommended by President and transmitted to Executive Vice Chancellor for Academic Affairs on February 20, 1997, with the following request:

"We understand that the component implementing policies are subject to Regental approval. Assuming that you approve the UT Austin policy, we ask that it be submitted to the Board of Regents for approval at the May 1997 meeting. The UT Austin faculty and I would like to have our policy finalized prior to the departure of many for the summer break."

Modified by Amendments to Changes in the Handbook of Operating Procedures for The University of Texas at Austin Concerning Periodic Evaluation of Tenured Faculty, D&M 21841-21847 (D&P 16387-16400), which was approved by Faculty Council at its meeting on September 15, 1997, and transmitted to President on September 16, 1997. Modified and then approval recommended by President and transmitted to Chancellor on September 26, 1997, with the following letter:

"I write to request approval of the proposed policy for The University of Texas at Austin on Periodic Evaluation of Tenured Faculty. I enclose the proposal as it passed the Faculty Council on September 15, 1997 (D&P 16387-16400). I also enclose a draft of new §3.14, UT Austin Handbook of Operating Procedures, that formally incorporates the proposal into our policy documents.

  "I have made one minor change to the proposed policy at the end of paragraph 7 (D&P 16390). Paragraph 7 provides that for administrators whose administrative appointment is reviewed every sixth year. the evaluation under the proposed policy shall be scheduled in the same year. The change I have made provides
that these two reviews shall be coordinated to the extent possible.

"The proposed policy was drafted by The University's Committee of Counsel on Academic Freedom and Responsibility. The Committee worked with my staff in drafting the policy. I am most appreciative of the Committee's diligence in finalizing the proposed policy to meet our deadlines.

"I have approved the policy and now ask your approval. We believe that it is consistent with the UT System Guidelines for Periodic Performance Evaluation of Tenured Faculty that were approved by the Board of Regents on November 14, 1996, and amended on August 14, 1997. The issue of termination of a faculty member is not written into The University's policy but we understand that the UT System Guidelines and Regents' Rules and Regulations are controlling should it be determined that a faculty member should be terminated based upon a review made under the policy on periodic evaluation of tenured faculty."

D&P 16105-16106 Clarification of Reexamination Policy and Procedures. Approved by Faculty Council at its meeting on March 17, 1997, and transmitted to President on March 28, 1997. Approval recommended by President and transmitted to Executive Vice Chancellor for Academic Affairs on June 28, 1997.

D&P 16403 Requests to Board of Regents Concerning Candidates for President of UT Austin. Approved by Faculty Council at its meeting on September 15, 1997, and transmitted to President on September 24, 1997. Consideration recommended by President and transmitted to Chancellor on September 30, 1997, with the following letter:

"I write to recommend consideration of the enclosed request adopted by the Faculty Council of The University of Texas at Austin at its meeting of September 15, 1997 (D&P 16403). The statement proposes that persons recommended by the search committee to the Board of Regents for President of the University of Texas at Austin have the opportunity to meet with faculty leaders and that the faculty leaders' recommendations on the candidates be taken into account by the Board of Regents in selecting the President.

"I believe that candidates will want to talk to faculty leaders and that this request is consistent with common practice. My

  office will be pleased to help arrange campus visits for the candidates at the appropriate time."

D&P 16198-16201 Recommendations from the Educational Policy Committee Regarding Obstacles to Timely Graduation by Undergraduate Students. Amended and then approved by Faculty Council at its meeting on September 15, 1997, and transmitted to President on October 7, 1997.

D&P 16241-16242 Changes in Requirements for Admission of Students in Other Colleges of the University to the School of Architecture. Approved by Faculty Council by circularization/no-protest procedure on June 13, 1997, and transmitted to the President on June 16, 1997. Additional information transmitted to President on June 23, 1997.

D&P 16243-16247 Creation of a Concentration in Jewish Studies and Changes in Requirements for Majors and Minors in German and Spanish in the College of Liberal Arts. Approved by Faculty Council by circularization/no-protest procedure on June 13, 1997, and transmitted to President on June 16, 1997.

D&P 16512-16513 Change in the Regulations in the General Information Catalog Concerning Dropping a Course after the Fourth Week of Classes. Approved by Faculty Council at its meeting on December 8, 1997, and transmitted to President on December 9, 1997.

D&P 16517-16519 Recommendation for a Change in Regents Rules Concerning Suspension of a Faculty Member With Pay. Change in the Regulations in the General Information Catalog Concerning Dropping a Course after the Fourth Week of Classes. At its meeting on December 8, 1997, the Faculty Council acted upon the Recommendation for a Change in Regents' Rules Concerning Suspension of a Faculty Member With Pay (D&P 16517-16519 revised). The motion that the Faculty Council approved was to incorporate the proposed change into the UT Austin Handbook of Operating Procedures; that is the recommendation now being transmitted for your consideration. The possibility of recommending that a change be made in the Rules of the Board of Regents will be explored further before the Faculty Council will be asked to consider such a recommendation. Transmitted to President on December 9, 1997.
