II.MEMORIAL RESOLUTION COMMITTEES APPOINTED BY THE PRESIDENT.

     On January 6, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for Robert Hopper, Professor, Speech Communication: Larry Browning, Rod Hart, and Paul H. Gray.

On January 21, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for James A. Michener, Professor Emeritus, Graduate School: William S. Livingston, John A. Kings, James L. Magnuson, and Elspeth D. Rostow.

On February 10, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for Lennart Lauri Kopra, Professor Emeritus, Speech Communication: Gene R. Powers, Mark L. Knapp, Thomas P. Marquardt.

On February 12, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for David Theodore Sisto, Professor Emeritus, Spanish and Potugese: Madeline Sutherland-Meier, Matthew J. Bailey, Cory A. Reed.

Approved by the Faculty Council at its regularly scheduled meeting held on November 16, 1998, and transmitted to the President on November 20, 1998. Received and accepted by the President on January 20, 1999 with these comments: "Provost Ekland-Olson is working with the Coordinating Board, The University of Texas System, and The University of Texas at Austin to assure

the most appropriate review and implementation of the field of study curricula. I know that he is working to address faculty concerns. The Faculty Council Executive Committee may wish to remain in close contact with the Provost regarding this issue." Also forwarded by the President to the Chancellor who wrote on January 29, 1999, that "I can assure you that we share the faculty's concerns in connection with this issue."

Changes in the Handbook of Operating Procedures for The University of Texas at Austin Concerning Periodic Evaluation of Tenured Faculty.Amended and then approved by Faculty Council at its meeting on January 27, 1997. Approved by General Faculty by circularization/ no-protest procedure on February 14, 1997, and transmitted to President on February 17, 1997. Approval recommended by President and transmitted to Executive Vice Chancellor for Academic Affairs on February 20, 1997, with the following request:

"We understand that the component implementing policies are subject to Regental approval. Assuming that you approve the UT Austin policy, we ask that it be submitted to the Board of Regents for approval at the May 1997 meeting. The UT Austin faculty and I would like to have our policy finalized prior to the departure of many for the summer break."

Modified by Amendments to Changes in the Handbook of Operating Procedures for The University of Texas at Austin Concerning Periodic Evaluation of Tenured Faculty, D&M 21841-21847 (D&P 16387-16400), which was approved by Faculty Council at its meeting on September 15, 1997, and transmitted to President on September 16, 1997. Modified and then approval recommended by President and transmitted to Chancellor on September 26, 1997, with the following letter:

"I write to request approval of the proposed policy for The University of Texas at Austin on Periodic Evaluation of Tenured Faculty. I enclose the proposal as it passed the Faculty Council on September 15, 1997 (D&P 16387-16400). I also enclose a draft of new §3.14, UT Austin Handbook of Operating Procedures, that formally incorporates the proposal into our policy documents.

"I have made one minor change to the proposed policy at the end of paragraph 7 (D&P 16390). Paragraph 7 provides that for administrators whose administrative appointment is reviewed.

every sixth year the evaluation under the proposed policy shall be scheduled in the same year. The change I have made provides that these two reviews shall be coordinated to the extent possible.

"The proposed policy was drafted by The University's Committee of Counsel on Academic Freedom and Responsibility. The Committee worked with my staff in drafting the policy. I am most appreciative of the Committee's diligence in finalizing the proposed policy to meet our deadlines.

"I have approved the policy and now ask your approval. We believe that it is consistent with the UT System Guidelines for Periodic Performance Evaluation of Tenured Faculty that were approved by the Board of Regents on November 14, 1996, and amended on August 14, 1997. The issue of termination of a faculty member is not written into The University's policy but we understand that the UT System Guidelines and Regents' Rules and Regulations are controlling should it be determined that a faculty member should be terminated based upon a review made under the policy on periodic evaluation of tenured faculty. "

Recommendation for a Change in Regents Rules Concerning Suspension of a Faculty Member with Pay. Approved by Faculty Council at its meeting on December 8, 1997, and transmitted to President on December 9, 1997. Transmitted to the Chancellor by the President on January 20, 1999 with these comments: "This legislation was discussed among my office, the office of the Provost, and members of the Faculty Council Executive Committee. It puts into the Regents' Rules what has been the practice at The University at Austin. Confidential consultation with a faculty committee regarding a possible suspension is guaranteed, but the final determination is made by the President. This process has worked

well on our campus. I recommend your favorable consideration of the proposed change."

Resolution Concerning Family Leave Policy. Approved by the Faculty Council at its meeting on January 25, 1999. Transmitted to the President on January 26, 1999. Receipt acknowledged by the President on February 5, 1999 with these comments: "I am sympathetic to the concepts underlying the resolution. It is being forwarded to Provost Ekland-Olson for review and to determine how these proposals might be implemented within University policy."
