II. MEMORIAL RESOLUTION COMMITTEES APPOINTED BY THE PRESIDENT.
On August 25, 1998, President Faulkner appointed the following
committee to prepare a memorial resolution for Hugo Lepizger-Pierce,
Professor Emeritus, School of Architecture: Terry Kahn (Chair),
James Coote, and Gerlinde Leiding.
On September 8, 1998, President Faulkner appointed the following
committee to prepare a memorial resolution for William H. Wade,
Professor, Department of Chemistry and Biochemistry: Alan Campion
(Chair), Norman Hackerman, and John M. White.
On September 30, 1998, President Faulkner appointed the following
committee to prepare a memorial resolution for Carey C. Thompson,
Professor Emeritus, Department of Economics: Douglas Dacy, (Chair),
Steven McDonald, and Daniel Morgan.
The Memorial Resolution for Andre A. Lefevere was acknowledged
by Professor LeFevere's mother, E. Lefevere.
The Memorial Resolution for H. Malcolm Macdonald was acknowledged
by Patricia Hetter Kelso and Bruce B. Mason.
The Memorial Resolution for King Solomon Stephens was acknowledged
by Professor Stephen's mother, Pauline Stephens.
The Memorial Resolution for Roman Smoluchowski was acknowledged
by Louise Smoluchowski.
IV. CHANGES IN MEMBERSHIP OF THE FACULTY COUNCIL.
Effective September 28, 1998, Victoria Rodriguez (LBJ School)
replaced Chandler Stolp (LBJ School), who resigned from
the Faculty Council.

into 1998-2000 Undergraduate Catalog.

Changes in Composition of Parking and Traffic Appeals Panel.
Approved by Faculty Council at its meeting on May 11, 1998, and
transmitted to President on May 18, 1998. Approved by President
on November 6, 1998.

"We understand that the component implementing policies are
subject to Regental approval. Assuming that you approve the UT
Austin policy, we ask that it be submitted to the Board of Regents
for approval at the May 1997 meeting. The UT Austin faculty and
I would like to have our policy finalized prior to the departure
of many for the summer break."
Modified by Amendments to Changes in the Handbook of Operating
Procedures for The University of Texas at Austin Concerning
Periodic Evaluation of Tenured FacultyD &M 21841-21847, (D & P
16387-16400), which was approved by Faculty Council at its meeting
on September 15, 1997, and transmitted to President on September
16, 1997. Modified and then approval recommended

by President and transmitted to Chancellor on September 26, 1997,
with the following letter:
"I write to request approval of the proposed policy for The
University of Texas at Austin on Periodic Evaluation of Tenured
Faculty. I enclose the proposal as it passed the Faculty Council
on September 15, 1997 (D&P 16387-16400). I also enclose a
draft of new §3.14, UT Austin Handbook of Operating Procedures,
that formally incorporates the proposal into our policy documents.
"I have made one minor change to the proposed policy at the
end of paragraph 7 (D&P 16390). Paragraph 7 provides that
for administrators whose administrative appointment is reviewed
every sixth year the evaluation under the proposed policy shall
be scheduled in the same year. The change I have made provides
that these two reviews shall be coordinated to the extent possible.
"The proposed policy was drafted by The University's Committee
of Counsel on Academic Freedom and Responsibility. The Committee
worked with my staff in drafting the policy. I am most appreciative
of the Committee's diligence in finalizing the proposed policy
to meet our deadlines.
"I have approved the policy and now ask your approval. We
believe that it is consistent with the UT System Guidelines for
Periodic Performance Evaluation of Tenured Faculty that were approved
by the Board of Regents on November 14, 1996, and amended on August
14, 1997. The issue of termination of a faculty member is not
written into The University's policy but
we understand that the UT System Guidelines and Regents' Rules
and Regulations are controlling should it be determined that
a faculty member should be terminated based upon a review made
under the policy on periodic evaluation of tenured faculty."

and Procedures. Approved by Faculty Council at its meeting
on March 17, 1997, and transmitted to President on March 28, 1997.
Approval recommended by President and transmitted to Executive
Vice Chancellor for Academic Affairs on June 28, 1997.
D & M 22118-22123a Changes in the Rules of the General
Faculty and the Faculty Council. Changes 1-4 and 6 were
amended and then approved by General Faculty at its meeting on
October 28, 1997, and transmitted to President on October 29,
1997. Approved by President and transmitted to Vice Chancellor
for Academic Affairs on November 10, 1997.

D & P 16720-16721 Changes to The UT Austin Handbook of
Operating Procedures Section on the Faculty Grievance Procedure.
Approved by Faculty Council at its meeting on March 23,
1998, and transmitted to President on March 31, 1998. Approved
by President and transmitted to Vice Chancellor for Academic Affairs
on April 10, 1998.

D & P 16512-16513 Change in the Regulations in the General
Information Catalog Concerning Dropping a Course after the Fourth
Week of Classes. Approved by Faculty Council
at its meeting on December 8, 1997, and transmitted to President
on December 9, 1997.
D & P 16517-16519 Recommendation for a Change in Regents
Rules Concerning Suspension of a Faculty Member With Pay.
At its meeting on December 8, 1997, the Faculty Council acted
upon the Recommendation for a Change in Regents' Rules
Concerning Suspension of a Faculty Member With Pay (D&P 16517-16519
revised). The motion that the Faculty Council approved was to
incorporate the proposed change into the UT Austin Handbook
of Operating Procedures. The possibility of recommending that
a change be made in the Rules of the Board of Regents will
be explored further before the Faculty Council will be asked to
consider such a recommendation. Transmitted to President on December
9, 1997.
D & P 16722-16724 Recommendations for Guidelines for Undergraduate
Students Pursuing Baccalaureate Degrees in Two Majors. Approved
by Faculty Council at its meeting on March 23, 1998, and transmitted
to President on March 31, 1998.
D & P 16728-16729 Revisions to the General Faculty Standing
Library Committee. Approved by the Faculty Council at
its meeting on March 23, 1998 and transmitted to the President
on March 31, 1998.
D & P 16793-16705 Recommendation from Educational Policy
Committee of Information for Students with Disabilities.
Approved by Faculty Council at its meeting on April 20, 1998,
and transmitted to President on April 22, 1998.
D & M 22518-22525 Recommendation from Rules Committee
on Changes in the Rules and Regulations of the General Faculty
and Faculty Council. Approved by the General Faculty at
its regularly scheduled meeting held on October 27, 1998, and
transmitted to the President on October 30, 1998. The changes

consisted of three recommendations, the stated purpose of which
is to clarify rules for all-University school and college elections,
to facilitate an electronic voting process, and to improve, but
not substantially change, the basic method for counting votes.
