A-6 Rules Committee of the General Faculty

Proposal to amend the Rules and Regulations of the Faculty Council, and
Proposal to amend University of Texas Policy Memoranda 1.501, 1.502, 1.503
and to create a new Policy Memorandum, 1.504.

The President has recognized that University Staff are a valuable resource for the University community. A coalition of recognized staff organizations, the Ad Hoc Committee for Staff Representation, has met over the last academic year to formulate a proposal that would create a process for staff representation on University Standing Committees and Faculty Council. The Ad Hoc Committee recognizes that currently the General Faculty and students are well-represented on the Standing Committees but classified staff, administrative staff, temporary workers, adjunct faculty/lecturers, teaching assistants and assistant instructors are not adequately represented, yet as a body these individuals represent a great largely untapped resource to the governance of the University as a whole.

The following are proposals devised by staff members serving on the Ad Hoc Committee as well as the newly-formed Committee for Staff Representation. The new committee is prepared to begin the solicitation of nominees if these proposals are accepted.

1) Proposal to amend the Rules and Regulations of the Faculty Council as follows:

IV. STANDING COMMITTEES OF THE GENERAL FACULTY

B. Membership.

1. Unless otherwise specified in Policy Memoranda 1.501, 1.502, and 1.503, faculty and administrative staff members of standing committees shall be appointed by the President from panels of names submitted by the Faculty Committee on Committees. All panels shall include at least two names more than required to make initial appointments and deemed necessary to fill any subsequent vacancies. Unless otherwise specified in Policy Memoranda 1.501, 1.502, and 1.503, appointments shall be for two-year staggered terms, commencing on the first class day of the fall semester. Unless otherwise specified below, the Chair and Vice Chair of each committee shall be elected by the members of the committee at the first meeting in the fall semester of each year. Individuals on early retirement, phased retirement, or modified service shall not be eligible to serve on standing committees when the membership is elected.

2. Except as provided in Policy Memorandum 1.502, all standing committee members from the student body shall be appointed by the President from panels of names submitted by the appropriate student committee. If any student panels have not been submitted to the President by October 1, then the Dean of Students after consultation with student leaders shall supply the needed list or lists of names. All panels shall include at least two names more than required to make initial appointments and considered necessary to fill any subsequent vacancies.

3. Appropriate administrative officers, whether or not members of the General Faculty, shall be designated as administrative advisers to standing committees. Administrative advisers shall not have vote.

4. The President shall serve as an ex officio member of all standing committees. In addition, the Regents' Rules and Regulations may specify other administrative officials to serve as voting members of specific committees.

5. Staff members, including all employees in non-student and non-tenured or tenure-track faculty titles, shall be appointed to all Standing Committees and to Faculty Council, with at least two members on each committee. Staff members will have voting rights on all committees, and staff members will serve for one academic year. Nominations will be solicited by a Standing Committee for Staff Representation according to an equitable and publicized process, with the goal being the widest range of representation across campus as possible each year. The President/lead officer of each registered staff organization will be de facto members on a Committee on Staff Representation. This Committee will meet each Spring Semester to compile a list of staff representatives to appoint to each standing committee for the following academic year. The Committee will verify that all nominees are currently employed and that nominees understand the purpose and function of the committee to which they have been nominated, and shall not eliminate nominees for any other reason. The Committee will submit all verified nominees in July to the Office of the President. Appointees to Standing Committees will be granted paid release time from their regularly-scheduled work hours to serve on committees.

2) Proposal to amend University of Texas Policy Memoranda as follows:

• Policy Memorandum 1.501

Subject: STANDING COMMITTEES OF THE GENERAL FACULTY--FACULTY AFFAIRS COMMITTEES

1. COMMITTEE OF COUNSEL ON ACADEMIC FREEDOM AND RESPONSIBILITY

Composition. Seven members chosen at large from and by the voting members of the General Faculty for two-year overlapping terms. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. Deans, department chairs, and other administrative officials are ineligible for election or appointment. The committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty.

2. FACULTY ADVISORY COMMITTEE ON BUDGETS

Composition. Each year the President shall nominate five faculty members, and the Faculty Council shall nominate five faculty members, and each shall select two new members from the other's nominations to serve three-year terms. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council, one of whom shall be elected by the voting members of the Faculty Council, for one-year terms as members of the committee. Every third year the President shall also select a new chair of the committee, who shall be a member of the General Faculty, from the Faculty Council's nominations, and the committee shall elect its vice chair, who shall be a member of the General Faculty. The Provost shall serve as an administrative advisor to the committee without vote.

3. FACULTY COMMITTEE ON COMMITTEES

Composition. Nine members of the General Faculty, at least six of them appointed from a panel of twelve faculty members elected by the General Faculty through the Hare system of voting. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. The Secretary of the General Faculty also shall be a member of the committee. The Committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty. No member except the Secretary of the General Faculty may serve continuously for more than four years.

4. FACULTY GRIEVANCE COMMITTEE

Composition. Consists of sixteen full-time voting members of the General Faculty, serving two-year overlapping terms. Ten members are elected at-large by the General Faculty, and six members are appointed by the President through the regular procedures of the Committee on Committees. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. the total committee membership shall not include more than four faculty members from any college or school. The committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty.

5. FACULTY WELFARE COMMITTEE

Composition. At least seven members of the General Faculty, including a faculty member from the School of Law. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty.

6. GENERAL FACULTY RULES COMMITTEE

Composition. At least four members of the General Faculty, including the Secretary of the General Faculty. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty.

7. UNIVERSITY OF TEXAS PRESS ADVISORY COMMITTEE

Composition. At least eight voting members of the General Faculty. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty. The Director of the University of Texas Press shall serve as administrative advisor without vote.

• Policy Memorandum 1.502

Subject: STANDING COMMITTEES OF THE GENERAL FACULTY–STUDENT SERVICES AND ACTIVITIES COMMITTEES

1. FINANCIAL AID TO STUDENTS, COMMITTEE ON

Composition. Five members of the General Faculty, representing five colleges or schools, and five students (four undergraduate and one graduate), including at least two who are receiving, or have received, financial aid from the Office of Student Financial Services. Four of the students shall be appointed by the President from a panel of not less than ten nominees submitted by the Student Government; the fifth student shall be appointed by the President from a panel of not less than five nominees submitted by the chair of the Graduate Student Assembly. Additionally, two staff members shall be appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Faculty members and student members shall serve for two year staggered terms beginning on the first class day of the Fall Semester. In addition, every year the Chair of the Faculty Council shall appoint two General Faculty members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The Director of Student Financial Services, a representative of the Dean of Students, and a representative from the Office of Graduate Studies shall serve as administrative advisers without vote. The President may appoint additional non-voting administrative advisors from the general administration areas of The University

2. RECREATIONAL SPORTS COMMITTEE

Composition. Twelve Thirteen members, including six members of the General Faculty and one member of The University staff, appointed by the President for two-year terms; two students, a male and a female, designated by the Councils of Recreational Sports and appointed by the President for one-year terms; two other students, a male and a female, designated by the Student Government and appointed by the President for one-year terms; one member of The University staff designated by the Non-Student Program and appointed by the President to serve as a member without vote for a one-year term; two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term, with voting rights. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The Director of Recreational Sports shall serve as an administrative advisor without vote.

3. STUDENT AFFAIRS, COMMITTEE ON

Composition. Nine members of the General Faculty, including the chairs of the five Standing Committees of the General Faculty dealing with functions under the supervision of the Vice President for Student Affairs (Admissions and Registration Committee, Calendar Committee, Committee on Financial Aid to Students, Recreational Sports Committee, and Recruitment and Retention Committee), and two student representatives. Additionally, two staff members shall be appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. Administrators representing the various offices dealing with student services and activities shall serve as advisors as necessary without votes.

• Policy Memorandum 1.503

Subject: STANDING COMMITTEES OF THE GENERAL FACULTY–INSTITUTIONAL POLICY OR GOVERNANCE COMMITTEES

1. ADMISSIONS AND REGISTRATION COMMITTEE

Composition. Six members of the General Faculty and three students. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. In addition, two staff members shall be appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The Director of Admissions and the Registrar shall serve as administrative advisors without votes.

2. CALENDAR COMMITTEE

Composition. Five members of the General Faculty and two students. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. One of the faculty members and one of the student members shall also be members of the Faculty Council. In addition, two staff members shall be appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. A representative of the Registrar shall serve as administrative advisor without vote.

3. COMMENCEMENT AND ACADEMIC CEREMONIES COMMITTEE

Composition. Four members of the General Faculty and two students. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. A representative of the Office of the Vice President of Student Affairs, the Director of Physical Plant, the Director of University Bands, and the Executive Director of the Ex-Students' Association shall serve as administrative advisors without votes.

4. EDUCATIONAL POLICY COMMITTEE

Composition. Nine members of the General Faculty and three students.Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. The three student members shall include one lower-division undergraduate, one upper-division undergraduate, and one graduate or law student. Student members shall be appointed by the President in the fall from a panel of names submitted by the Cabinet of College Councils. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council, one of whom shall be elected by the voting members of the Faculty Council, for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The Provost and The Director of Measurement and Evaluation Center shall serve as administrative advisors without votes. The chair of the student deans' committee and a representative of the Academic Counselors' Association shall serve as consultants without votes..

5. FACULTY BUILDING ADVISORY COMMITTEE

Composition. Nine members of the General Faculty, including a representative from the School of Architecture; one member of The University staff; and two students. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee, and they shall serve one-year terms and shall be eligible for reappointment. The students may not be from the same college or school. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The Vice President for Business Affairs, or a delegate, shall be an ex officio member. The Director of the Office of Facilities Planning and Construction shall serve as administrative advisor without vote. The faculty and staff members are appointed for five-year, overlapping terms, one rotating off each year.

6. INTERNATIONAL PROGRAMS AND STUDIES COMMITTEE

Composition. At least five members of the General Faculty and two students. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The President shall appoint annually as administrative advisors without vote one person selected from among the directors of U.T. Austin area studies centers and one person selected from among the assistants to the U.T. Austin administration in the area of international programs and student services related thereto.

7. LIBRARY COMMITTEE

Composition. At least eight members of the General Faculty and seven students. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee, and shall include two representatives from Student Government, three from the Cabinet of College Councils, and two from the Graduate Student assembly. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. The Director of General Libraries shall serve as administrative advisor without vote. Heads of other administrative units on campus that include library programs and services shall be invited to provide comment and information as the need arises.

8. PARKING AND TRAFFIC PANEL

Composition. At least eighteen members of the General Faculty, ten members of the University staff, and ten students. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. At least two staff members appointed by the President shall come from a list of nominees provided by the Committee for Staff Representation, and will serve a one-year term.

In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty.

9. PARKING AND TRAFFIC POLICIES COMMITTEE

Composition. At least four members of the General Faculty; four staff members, including two representing units at the J.J. Pickle Research Campus (the staff of the Director of Physical Plant are not eligible to serve); and two students. At least two staff members appointed by the President shall come from a list of nominees provided by the Committee for Staff Representation, and will serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the Student Government. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty. Representatives of the Physical Plant, the Dean of Students, Business Affairs, Parking and Traffic, and The University Police shall serve as administrative advisors without vote.

10. RECRUITMENT AND RETENTION COMMITTEE

Composition. Four members of the General Faculty, three students (student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee), Coordinator of the Learning Skills Center, and three members of the administration. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The Associate Vice President for Administration and Legal Affairs, a representative from the Black Alumni Association, and a representative from the Hispanic Alumni Association will serve as ex officio members without votes. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty.

11. RESEARCH POLICY COMMITTEE

Composition. Nine members of the General Faculty and two students. Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. No more than two faculty members of the committee shall be from a given college or school. At least one of the student members of the committee shall be a graduate student enrolled in one of the Ph.D. programs of the Graduate School. The committee shall elect its own chair and vice chair, both of whom shall be members of the General Faculty. Both the Executive Vice President and Provost and the Vice President and Dean of Graduate Studies shall serve as administrative advisors to the committee without vote.

12. RESPONSIBILITIES, RIGHTS, AND WELFARE OF TEACHING ASSISTANTS AND ASSISTANT INSTRUCTORS COMMITTEE

Composition. At least five members of the General Faculty and at least three students who are teaching assistants (at least one) and assistant instructors (at least one). Two staff members appointed by the President from a list of nominees provided by the Committee for Staff Representation to serve a one-year term. Student members shall be appointed by the President in the fall from a panel of names submitted by the appropriate student committee. In addition, every year the Chair of the Faculty Council shall appoint two members of the Faculty Council for one-year terms as members of the committee. The committee shall elect its own chair and vice chair, who shall be members of the General Faculty.

3) Create a new Policy Memorandum that defines the process to appoint staff members to standing committees of The University as follows:

COMMITTEE FOR STAFF REPRESENTATION

At least two staff members shall be appointed to each University Standing Committee as voting members, and to the Faculty Council. (For this purpose, "staff" shall be defined as to include all University employees other than those in student and tenured or tenure-track faculty titles, and will include classified, administrative, and adjunct teaching positions.) Staff appointees to the Standing Committees will serve for one academic year and will be granted paid release time from their regularly-scheduled work hours to serve on committees.

Composition: President/lead officer of each registered staff organization or an official delegate of same.

Function: To solicit staff nominations for Standing Committees and Faculty Council, to be submitted to President for appointment.

Nomination process: Staff appointments to Standing Committees shall be made according to an equitable and publicized process, with the goal being the widest range of representation across campus as possible each year. The Committee will meet each Fall semester to plan outreach and education strategy to encourage staff involvement, and in the Spring semester the committee will solicit and compile a list of staff nominees to submit to the President for appointment to Standing Committees in the next academic year. Registered staff organizations may submit nominations to the Committee; nominations of staff at large shall be solicited through the OHR newsletter and through campus mail. Self-nomination is encouraged. The Committee will confirm with the nominees that each has the time and interest to serve should they be appointed, and the nominees’ current employment will be verified.
