II. MEMORIAL RESOLUTION COMMITTEES APPOINTED BY THE PRESIDENT.
  On February 24, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for John R. Peck, Professor, Special Education: Randall Parker, Alba Ortiz, and Keith Turner.

  On March 8, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for James Dorr McFarland, Professor, College of Engineering: Ronald E. Barr, Henry G. Rylander, Jr., and Archie W. Straiton.

  On March 30, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for Joseph Jay Jones, Professor, Department of English: Max R. Westbrook, Joseph F. Malof, and Joseph J. Moldenhauer.

  On August 16, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for William J. Mandy, Professor Emeritus, Microbiology: Paul J. Szaniszlo, Charles F. Earhart, and Henry R. Bose.

  On August 16, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for William C. Race, Professor, School of Music: Danielle Martin, Gerard B³hague, and John W. Grubbs.

  On August 16, 1999, President Faulkner appointed the following committee to prepare a memorial resolution for Edra Anderson Gustafson, Assistant Professor, School of Music: Martha Deatherage, Janet McGaughey, and Richard D. Blair.

  On August 18, 1999, President Faulkner appointed the following individual to prepare a memorial resolution for Eva Ruissy Garcia Currie, Assistant Professor, College of Communication: Assistant Dean Darrell Rocha.

IV. CHANGES IN MEMBERSHIP OF THE FACULTY COUNCIL.
  Effective May 10, 1999, Lonnie H. Wagstaff (Educational Administration) replaced Harriett D. Romo (Curriculum and Instruction), who resigned from the Faculty Council.

  Effective August 1, 1999, Richard W. Lariviere replaced Judith H. Langlois as Dean of the College of Liberal Arts.

  Effective August 1, 1999, Roberta I. Shaffer replaced E. Glynn Harmon as Dean of the Graduate School of Library and Information Science.

  Effective May 10, 1999, Loftus C. Carson II (School of Law) replaced Richard S. Markovits (School of Law), who resigned from the Faculty Council.

D&P 16517-16519 Recommendation for a Change in Regents' Rules Concerning Suspension of a Faculty Member with Pay.  Approved by Faculty Council at its meeting on December 8, 1997, and transmitted to President on December 9, 1997.  Transmitted to the Chancellor by the President on January 20, 1999, with these comments: "This legislation was discussed among my office, the office of the Provost, and members of the Faculty Council Executive Committee.  It puts into the RegentsÍ Rules what has been the practice at The University of Texas at Austin. Confidential consultation with a faculty committee regarding a possible suspension is guaranteed, but the final determination is made by the President. This process has worked well on our campus. I recommend your favorable consideration of the proposed change."

D&P 16989-16990 Changes in the Requirements for a Major in Ethnic Studies, with a Concentration in Mexican American Studies in the College of Liberal Arts Chapter of the Undergraduate Catalog, 1998-2000. Approved by the Faculty Council on a no-protest basis on February 11, 1999.  The President has delegated to the Provost the authority to act on this legislation and to acquire the required approvals from the UT System.  Approval recommended by Provost and transmitted to the Vice Chancellor of Academic Affairs on June 21, 1999.

D&P 16965-16966 Resolution Concerning Family Leave Policy.  Approved by the Faculty Council at its meeting on January 25, 1999. Transmitted to the President on January 26, 1999. Receipt acknowledged by the President on February 5, 1999, with these comments: "I am sympathetic to the concepts underlying the resolution. It is being forwarded to Provost Ekland-Olson for review and to determine how these proposals might be implemented within University policy."

D&P 17000-17034 Recommendation for the Final Report from the Ad Hoc Committee on Intercollegiate Athletics. Approved by the Faculty Council at its meeting on April 19, 1999, and transmitted to the President on April 20, 1999.
