PROPOSED CHANGES TO THE COLLEGE OF EDUCATION CHAPTER OF THE UNDERGRADUATE CATALOG, 2000-2002

Dean Manuel J. Justiz filed with the secretary of the Faculty Council the following proposed changes to the College of Education chapter of The Undergraduate Catalog, 2000-2002. The changes were passed by the faculty of the College on a no-protest basis on October 3, 2001. The dean submitted the proposed changes to the secretary on October 18, 2001. The secretary has classified this proposal as legislation of exclusive application and primary interest to a single college or school.

The edited proposal was received from the Office of Official Publications on November 30, 2001, and was sent to the Committee on Undergraduate Degree Program Review from the Office of the General Faculty on December 4, 2001. The committee forwarded the proposal to the Office of the General Faculty on December 21, 2001, recommending approval. The authority to grant final approval on behalf of the General Faculty resides with the Faculty Council.

If no objection is filed with the Office of the General Faculty by the date specified below, the legislation will be held to have been approved by the Faculty Council. If objection is filed within the prescribed period, the legislation will be presented to the Faculty Council at its next meeting. The objection, with reasons, must be signed by a member of the Faculty Council.

To be counted, a protest must be received in the Office of the General Faculty by January 22, 2002.

PROPOSED CHANGES TO THE COLLEGE OF EDUCATION CHAPTER OF THE UNDERGRADUATE CATALOG, 2000-2002

Rationale: The State Board for Educator Certification has mandated changes in the certification of teachers in the State of Texas. The new certifications are: Early Childhood (pre-kindergarten) to grade four, grades four to eight, and grades eight to twelve. These changes are in response to the state mandate.

On pages 100-101 in the section ADMISSION AND REGISTRATION, make the following changes:

ADMISSION [TO THE PROFESSIONAL DEVELOPMENT SEQUENCE IN TEACHER CERTIFICATION PROGRAMS]

Admission and readmission of all students to the University is the responsibility of the director of admissions. Information about admission to the University is given in General Information.

Information about admission to teacher preparation programs is available in the Office of the Dean, George I. Sánchez Building 216.

[To enter the professional development sequence of courses, students seeking teacher certification must

[1. Pass each part of the Texas Academic Skills Program (TASP) test, unless the student is exempt from TASP on the basis of SAT, ACT, or TAAS scores or has completed equivalent coursework approved by an academic adviser in the Office of the Dean. The TASP test is an assessment of basic college-level skills for all students as well as a part of the teacher certification process.
[2. Complete at least seventy-two semester hours of college coursework with an acceptable grade point average. A University grade point average of at least 2.50 is required for consideration. Applicants with a University grade point average of 2.50 to 3.00 are considered individually. Those with a University grade point average of 3.00 or higher are eligible for priority selection. Postbaccalaureate and transfer students must also present a grade point average of at least 2.50 on all college work taken elsewhere to be eligible for consideration.
[3. Complete a minimum amount of prerequisite coursework. Those interested in elementary certification must complete nine semester hours in applied learning and development, Kinesiology 314, Mathematics 316K and 316L, and Curriculum and Instruction 371 (Topic 15: Computing Tools for Educators); those interested in secondary certification must complete at least six semester hours in each field for which certification is sought before they begin student teaching. 1
[4. Receive the approval of the Professional Education Admissions Committee. The student must submit an application for admission to professional education courses by March 1 for entrance in the fall semester or by October 1 for entrance in the spring semester. Application information is available in the Education Career Services and Field Experiences Office, George I. SánchezBuilding 294, and at http://utdirect.utexas.edu/edapp/experience-placement.html. The application process allows the student to outline his or her background and any special circumstances affecting his or her situation.
     [The committee's decision is based on the applicant's completion of the academic eligibility requirements and suitability for the teaching profession as demonstrated by the application and, in some cases, an admission interview. For secondary school certification applicants, the committee considers University grades in the teaching fields as well as the cumulative University grade point average; applicants must have a University grade point average of at least 2.50 in each teaching field in which they seek certification, as well as a cumulative University grade point average of at least 2.50. In some teaching fields, a higher University grade point average and a higher grade point average in the teaching field may be required for admission to the professional development sequence. Students must maintain the required grade point averages to remain in the professional sequence.
     [Each student who submits an application by the deadline and meets the minimum academic eligibility criteria will receive full consideration by the committee; however, fulfillment of these minimum requirements does not ensure committee approval. If more qualified students apply than the college has space for, admission may be based on factors such as the student's grade point average in certain

  preprofessional courses, the number of hours the student needs to complete the program, and whether the student is enrolled in prerequisite courses at the time of application. Applicants with a University grade point average of 3.00 or higher receive priority in selection.]

On page 101 in the section ACADEMIC POLICIES AND PROCEDURES, make the following changes:

Move the section CERTIFICATION REQUIREMENTS (with changes) to the section entitled "MIDDLE GRADES, SECONDARY, AND ALL-LEVEL TEACHER CERTIFICATION," before "MINIMUM SCHOLASTIC REQUIREMENTS" (D 1635 of this document).

CERTIFICATION REQUIREMENTS

Information about legal requirements for certification to teach is available from the teacher certification officer, George I. Sánchez Building 216, or from the State Board for Educator Certification, 1001 Trinity Street, Austin, Texas 78701. Application for the certificate should be made at the Certification Office, George I. Sánchez Building 216. State of Texas teacher certification requirements are governed by the State Board for Educator Certification and are subject to change. Students must adhere to current certification requirements, even if they differ from those listed in [this] a University catalog.

In accordance with [Article 6252-13C, Texas Civil Statutes,] state law, the commissioner of education may suspend or revoke a teaching certificate or refuse to issue a teaching certificate for a person who has been convicted of a felony or misdemeanor for a crime that directly relates to the duties and responsibilities of the teaching profession.

Students who have completed all necessary academic requirements for certification are also required to achieve a satisfactory level of performance on the Examination for the Certification of Educators in Texas (ExCET). In addition, students seeking bilingual education certification or certification to teach French or Spanish in elementary or secondary school must earn a passing score at the advanced level on the Texas Oral Proficiency Test (TOPT) in the appropriate language.

On pages 102 in the section GRADUATION, make the following changes:

SPECIAL REQUIREMENTS OF THE COLLEGE OF EDUCATION

All students must fulfill the general requirements for graduation given in chapter 1. Students in the College of Education must also fulfill the following requirements.

1. The University requires that the student complete at least two long-session semesters, or an equivalent period, in residence. To receive a degree from the College of Education, the student must have been registered in the college for at least two long-session semesters or the equivalent.
2. A candidate for a degree must be registered in the College of Education either in residence or in absentia the semester or summer session the degree is to be awarded and must apply to the dean for the degree no later than the date specified in the official academic calendar. The student must have an official degree audit on file.

APPLYING FOR A DEGREE

Each student seeking a degree from the College of Education should apply for an official degree audit upon completing seventy-five semester hours of coursework. The application for the degree audit is filed in the student dean's office, George I. Sánchez Building 216. The degree audit is essential to ensure that the student meets all the degree requirements given in a catalog under which he or she is entitled to graduate.

[An applicant for a degree must be registered in the college for the semester or summer session at the end of which the degree is to be granted.

[In the final semester or summer session, a candidate for graduation must apply for the degree by the deadline given in the official academic calendar, and should have had a degree audit.]

On page 102-103 in the section DEGREES, make the following changes:

GENERAL REQUIREMENTS

1. [As a prerequisite to student teaching, students seeking a secondary school teaching certificate must complete in residence at least six semester hours of upper-division coursework in each approved teaching field, or at least nine semester hours of upper-division coursework in a composite teaching field. Student teaching must also be completed in residence. Those] Students seeking [elementary school] early childhood through grade four certification must complete in residence at least [twelve] twenty-four semester hours in the professional development sequence, including student teaching. Residence credit includes only courses taken at the University; it does not include credit by examination or courses taken by extension or correspondence.
2. Except as otherwise indicated, credit by examination is treated as any other earned credit in meeting degree requirements.
3. With the exception of credit earned by examination, each course counted toward the degree or toward certification requirements must be taken on the letter-grade basis, unless the course is offered only on the pass/fail basis. Credit earned by examination on the pass/fail basis may be counted toward degree and certification requirements.
[4. The list of courses required for an area of specialization is informational. Each list as a whole defines the nature and distribution of the specialization; advisers, with the dean's approval, may substitute other courses serving equivalent purposes. Since course offerings are subject to change, the courses listed under an area of specialization may change with each issue of the catalog, but the total number of semester hours and the number of upper-division semester hours required for each specialization can be changed only by action of the General Faculty.
[ 5. Courses used to fulfill basic education requirements may also be used in establishing an area of specialization, but the total number of semester hours required for the degree is unchanged. A single course may not be used to meet more than two separate degree requirements.
[6. Each student in a teacher certification program must be tested for tuberculosis before beginning public school fieldwork and must demonstrate speech adequacy before being certified. Speech adequacy is assessed in the required professional education courses Curriculum and Instruction 331C and 332S. Students who demonstrate poor speaking skill in one of these courses must complete a performance course such as Communication Studies 305 or Theatre and Dance 303.
[7.] 4. To graduate, all students must have a University grade point average of at least 2.00. [In addition, a secondary school certification student must have a University grade point average of at least 2.50 in courses applicable to the teaching field(s) to qualify for teacher certification. To be considered for enrollment in student teaching, secondary school certification students must present a University grade point average of at least 2.50 and a grade point average of at least 2.50 in each teaching field. Elementary school certification students must also present a University grade point average of at least 2.50 to enroll in student teaching. Each applicant for elementary or secondary certification is considered individually if he or she has a University grade point average between 2.50 and 3.00. Applicants with a University grade point average of 3.00 or higher are eligible for priority selection.
[8. Before they begin professional development sequence coursework, all University students, including those who have already earned degrees, must have passed the Texas Academic Skills Program (TASP) examination or an acceptable substitute examination or must have completed equivalent coursework approved by an academic adviser in the Office of the Dean.]

On page 103-116 in the section DEGREES, make the following changes:

BACHELOR OF SCIENCE IN APPLIED LEARNING AND DEVELOPMENT

A total of at least 130 semester hours of credit, forty-two of which must be upper-division, is required for the degree.

The curriculum for the degree has three components: (a) the basic education requirements, [sixty-one semester hours of coursework in arts and sciences;] (b) major requirements, [a major course of study, with the number of specified hours varying with the major chosen;] and (c) electives. [Each major consists of areas of specialization in subject fields used in public schools or in educational or community service organizations, a professional development sequence of courses, and field experiences.] Students may major in applied learning and development, which can lead to [elementary certification with the opportunity for a specialization in reading or added certification in bilingual education] early childhood through grade four generalist certification, early childhood through grade four bilingual generalist certification, or early childhood through grade four generalist certification with dual certification in generic special education for early childhood through grade twelve; or in youth and community studies, which does not lead to teacher certification.

BASIC EDUCATION REQUIREMENTS

The basic education requirements below apply to both majors leading to the Bachelor of Science in Applied Learning and Development.

AREA A: ENGLISH COMPOSITION AND LITERATURE, WRITING, FOREIGN LANGUAGE

1. English composition and literature: Rhetoric and Composition 306, English 316K, and three additional semester hours in English or rhetoric and composition. In addition, three semester hours of literature for children is required; Library and Information Science 322T is acceptable.
2. Writing: In addition to Rhetoric and Composition 306 and English 316K, the student must complete [six semester hours] two [in] courses certified as having a substantial writing component. These courses are identified in the Course Schedule. [Three] One of these [six] two [semester hours] courses must be at the upper-division level.
3. Foreign language: All beginning students entering the College of Education must have completed two years in a single foreign language in high school. In addition, students must demonstrate proficiency in a single foreign language equivalent to that shown by completion of the second college semester in the language; proficiency is usually shown by earning credit for language courses 506 and 507 or the equivalent. Prospective Texas teachers are strongly encouraged to take Spanish to fulfill the language requirement.
     Although the foreign language requirement is the attainment of a certain proficiency, rather than the completion of a specified number of hours, the courses taken to gain this proficiency are not electives and may not be taken on the pass/fail basis. Any part of the requirement may be fulfilled by credit by examination.
     Courses used to fulfill the foreign language requirement must be language courses; literature-in-translation courses, for example, may not be counted.
     College of Education students may substitute nine semester hours in specific multicultural and language/ communication courses for the foreign language requirement. This program is open only to students who have completed two years of a single foreign language in high school. A list of the acceptable [Acceptable] substitute courses [are] is available in the student dean's office, George I. Sánchez Building 216.
[a. Applied Learning and Development 327.
[b. Three semester hours chosen from Applied Learning and Development 323, 324, 325, Anthropology 307, 325M, Curriculum and Instruction 371 (Topic 13: Applied Linguistics and Methods in English as a Second Language), and Linguistics 306.
[c. Three semester hours chosen from African and African American Studies 301, Anthropology 302, Mexican American Studies 310, 318, Sociology 309, 344, 347K, and other multicultural courses approved in the student dean's office, George I. Sánchez Building 216.
[Applied Learning and Development 324 and 325 may not be counted toward both the foreign language substitution and the prescribed work in applied learning and development.]

AREA B: SOCIAL SCIENCES

1. History 315K and 315L, or six semester hours in other United States history courses that fulfill the legislative requirement described in chapter 1.

2. Government 310L and 312L.
3. Geography 305.
4. Psychology 301.

AREA C: MATHEMATICS AND NATURAL SCIENCES

1. Three semester hours chosen from Mathematics 302, 303D, 305G, and 316. Coursework in calculus may be substituted for all or part of this three-semester-hour requirement.
[2. Elementary certification students must take Curriculum and Instruction 371 (Topic 15: Computing Tools for Educators).]
[3.] 2. Six semester hours in one of the following: astronomy, biology, chemistry, geological sciences, physical science, and physics.
[4.] 3. Three additional semester hours in [mathematics,] computer applications, astronomy, biology, chemistry, geological sciences, physical science, physics, experimental psychology, physical anthropology, physical geography, or history of science and philosophy of science.

At least one laboratory course must be taken as part of the science requirement.

AREA D: GENERAL CULTURE

1. Three semester hours in art (including art history, design, studio art, visual art studies), music (including music, instruments, ensemble), or theatre and dance.
  Three semester hours in architecture, courses offered by the College of Fine Arts, classics (including classical civilization, Greek, Latin), or philosophy (excluding courses in logic).
  For [elementary] teacher certification students, documented evidence of proficiency in oral communication. Proficiency is assessed in Curriculum and Instruction 331C. Students who lack speech proficiency must take three semester hours chosen from the following courses: Communication Studies [305, 319,] 306M, Theatre and Dance 303, 303C, 326C, and 326D.

It is recommended that teacher certification students meet requirements 1 and 2 with six semester hours chosen from Music 313, 354D, Theatre and Dance 326C, 326D, Visual Art Studies 221C, 121D, 222C, and 122D, since these courses cover the essential elements of knowledge in the fine arts needed by an elementary school teacher.

MAJOR REQUIREMENTS

APPLIED LEARNING AND DEVELOPMENT

Students who have completed [a teaching certification] the major in applied learning and development may be entitled to teach [grades one through eight] prekindergarten through grade four after meeting additional state requirements. By following certain options within this program, students may also become qualified for [a reading specialization or] certification in bilingual education or special education.

For the major in applied learning and development, students must complete the following [prescribed work in areas of specialization, in applied learning and development, and in professional development,] in addition to the basic education requirements and electives.

[1. Prescribed work in areas of specialization
[a. An academic specialization in one field of at least eighteen semester hours, nine of which must be upper-division, chosen from those listed under the heading "Elementary Academic Specializations" on pages 106-108.

     Students seeking bilingual education or special education certification must complete a minor in that area.

  Students seeking bilingual education or special education certification [or an elementary reading specialization] must take a special sequence of these [student teaching] professional development courses with an appropriate emphasis. [The bilingual sequence emphasizes the multicultural aspects of education; the reading specialization emphasizes the differentiation of reading instruction in accordance with learner needs.]

YOUTH AND COMMUNITY STUDIES

Completion of a major in youth and community studies does not entitle the student to receive a teaching certificate. For this major the student must complete basic education requirements, prescribed work in applied learning and development, prescribed work in a minor, prescribed work in professional development, and electives.

a. A fourth course in English may be counted toward the Area A English composition and literature requirement in place of the children's literature course.

4. Prescribed work in professional development: Eighteen semester hours of upper-division coursework in education approved by an academic adviser in the dean's office. Registration in the professional development sequence is restricted to those who have received approval for this major from an academic adviser. Before beginning the professional development sequence, students must have a University grade point average of at least 2.00.

[Sport Management

[The student who plans to major in sport management must apply for admission to the program. To be admitted, he or she must have completed certain prerequisite courses and must have a competitive grade point average.

[The sport management program includes twenty-seven semester hours of coursework in sport law, sport sociology, sport management, sport ethics, structure and organization of sport programs, and sport finance. Other requirements include eighteen semester hours, nine of which must be upper-division, in an approved minor; three semester hours of fieldwork; and six semester hours in a professional development internship. Further information about this program, including specific course requirements, is available in the Office of the Dean, George I. Sánchez Building 216.]

BACHELOR OF SCIENCE IN KINESIOLOGY

The field of kinesiology consists of biomechanical, physiological, psychological, and sociocultural approaches to the study of movement. The degree program in kinesiology offers [two] three majors: health promotion and fitness, [and] kinesiology, and sport management. Within the kinesiology major, students choose from [three] two options: general kinesiology (noncertification); [secondary certification;] and all-level teacher certification. The kinesiology certification [programs are] program is designed for students interested in studying human movement as a background for teacher certification in physical education[. Students] ; students who have completed the [secondary certification program may be entitled to teach in grades six through twelve; those who choose the all-level] program may be entitled to teach in grades one through twelve.

The general kinesiology (noncertification) program is appropriate preparation for further study in sport and exercise sciences or in movement-related areas such as physical therapy and sport medicine. The health promotion and fitness major is designed to prepare graduates for a number of [nonschool] professions involving wellness, fitness, rehabilitation, and disease prevention. The sport management major is designed for students who are interested in the organization, marketing, and management of sports programs.

A total of at least 130 semester hours of credit, forty-two of which must be upper-division, is required for the degree. The curriculum for the degree has three components: the basic education requirements, [fifty-eight semester hours of coursework in arts and sciences;] a major course of study, [with the number of specified hours varying with the major chosen;] and electives.

BASIC EDUCATION REQUIREMENTS

The basic education requirements below apply to [both] the majors leading to the Bachelor of Science in Kinesiology degree. However, the kinesiology teacher certification option[s] calls for specific courses to meet some of the basic education requirements; information about these modifications [are given under the heading for the major on page 110] is available in the advising offices in George I. Sánchez Building 216 and Bellmont Hall 222.

AREA A: ENGLISH COMPOSITION AND LITERATURE, WRITING, FOREIGN LANGUAGE

1. English composition and literature: Rhetoric and Composition 306 and English 316K.
2. Writing: In addition, the student must complete six semester hours in courses certified as having a substantial writing component. These courses are identified in the Course Schedule. At least three of these six semester hours must be at the upper-division level.
3. Foreign language: All beginning students entering the College of Education must have completed two years

  in a single foreign language in high school. In addition, students must demonstrate proficiency in a single foreign language equivalent to that shown by completion of the second college semester in the language; proficiency is usually shown by earning credit for language courses 506 and 507 or the equivalent. Prospective Texas teachers are strongly encouraged to take Spanish to fulfill the language requirement.
     Although the foreign language requirement is the attainment of a certain proficiency rather than the completion of a specified number of hours, the courses taken to gain this proficiency are not electives and may not be taken on the pass/fail basis. Any part of the requirement may be fulfilled by credit by examination.
     Courses used to fulfill the foreign language requirement must be language courses; literature-in-translation courses, for example, may not be counted.
     College of Education students may substitute nine semester hours in specific multicultural and language/ communication courses for the foreign language requirement. This program is open only to students who have completed two years of a single foreign language in high school. A list of acceptable [Acceptable] substitute courses [are] is available in the student dean's office, George I. Sánchez Building 216.

Five or six additional semester hours chosen from astronomy, biology, chemistry, computer applications, computer sciences, geological sciences, mathematics, physical science, physics, experimental psychology, physical anthropology, physical geography, and history of science and philosophy of science. A computer applications course and Chemistry 113P and 114P are recommended to fulfill this requirement. Health promotion and fitness majors may also count coursework in computer literacy and management information systems toward this requirement.

Kinesiology majors seeking teacher certification must take at least one laboratory course as part of the science requirement.

AREA D: GENERAL CULTURE

[In addition to meeting the minimum coursework and scholastic requirements for the degree, students seeking secondary school certification must meet other requirements to take the prescribed work in professional development outlined on page 112. [TEACHING FIELDS

[All candidates for secondary school teaching certificates must earn a degree in their primary teaching field by meeting all of the requirements for the appropriate major. While completing these requirements, the certification student must take a core of courses in the major that fulfill certification requirements. This certification core includes at least twenty-four semester hours and incorporates the state-specified essential elements of knowledge needed for successful secondary teaching in the field. Often, the student's major department requires more than these twenty-four semester hours, but the certification core must be covered as part of the major.

[Students seeking to become secondary school teachers must complete one of the following four certification plans. The required courses for each field are listed on pages 112-116. 6

[1. A single teaching field of at least thirty-six semester hours in English, mathematics, Spanish, or theatre arts.
[2. Two teaching fields, each of at least twenty-four semester hours. Students electing the two-teaching-field certification plan must meet the major requirements in the subject of their first teaching field; these may include more than twenty-four semester hours in that subject. MINIMUM SCHOLASTIC REQUIREMENTS

In addition to meeting the minimum coursework and scholastic requirements for the degree, students seeking middle grades, secondary, and all-level certification must meet other requirements to take the prescribed work in professional development. TEACHING FIELDS

All candidates for middle grades, secondary, and all-level teaching certificates must earn a degree in their primary teaching field by meeting all of the requirements for the appropriate major. While completing these requirements, the certification student must take a core of courses in the major that fulfill certification requirements. This certification core includes at least twenty-four semester hours in a single teaching field or forty-eight semester hours in a composite teaching field, and incorporates the state-specified essential elements of knowledge needed for successful teaching in the field. Often, the student's major department requires more

than these twenty-four semester hours, but the certification core in the major field must be covered.

Students seeking middle grades certification may choose from the following teaching fields: English language arts and reading, composite social studies, mathematics, and composite science.
