1. At a recent college Chairs and Directors meeting, a Dean of a college stated that the Handbook of Operating Procedures (HOP) is "only guidelines." I know that the University lawyers and you maintain that faculty have no property rights in the HOP; however, is the HOP "only guidelines?"
