CHANGES IN MEMBERSHIP OF THE FACULTY COUNCIL.

Shirley Bird Perry has been senior vice president at The University of Texas at Austin since April 1, 2004.

President Powers established a new position of Vice President for Diversity and Community Engagement filled by Gregory J. Vincent effective June 1, 2006.

Effective June 19, 2006, Registrar Shelby Stanfield replaced interim Registrar Mike Allen. Ted E. Pfeifer retired effective December 31, 2005.

Effective August 31, 2006, Sheldon Ekland-Olson, executive vice president and provost since 1998, left his position and returned to the faculty in the Department of Sociology. Steve Monti is serving as interim executive vice president and provost.

  Effective September 1, 2006, interim Dean Douglas Freeman replaced Robert Freeman in the College of Fine Arts.

Effective September 1, 2006, Dean Eric J. Barron replaced Inaugural Dean William L. Fisher in the Jackson School of Geosciences.

Effective September 1, 2006, Bretna M. Hackert (senior systems analyst) and Troy L. Johnson (construction planner) represent the Staff Council as non-voting members for 2006-2007.

A. ITEMS COMPLETED SINCE THE LAST REPORT.

D 3276-3277 Resolution on the Legislative Requirement. Posted on the Faculty Council Web site on April 4, 2004. Approved by Faculty Council on May 10, 2004. Transmitted to the provost on May 12, 2004. See D 2826 for background information. Approved by the president and an informational copy was transmitted to Chancellor Mark G. Yudof on June 3, 2004. No further action is required.

D 3787-3788 Educational Policy Committee Proposal Recommending the Continuation and Expansion of the Bridging Disciplines Program (BDP) as an Interdisciplinary Certificate Program. The following item was posted on the Faculty Council Web site on March 10, 2005, and presented to the Faculty Council at its meeting on March 21. The legislation appeared on the Council's April 11 agenda as an action item. However, due to lack of time, the presentation of the proposal was postponed until the Council meeting on May 9, 2005, at which time it was approved. Transmitted to the president on May 10, 2005. Transmitted to the provost for his consideration and action on June 29, 2005. Recommendation to approve the legislation was transmitted to President Faulkner on October 12, 2005, and approved by the president on November 1, 2005.

D 3792-3795 Educational Policy Committee Recommendation to Eliminate the Table of Scholastic Standards and to Change the Criteria for Probation and Dismissal. Posted on the Faculty Council Web site on March 10, 2005, and presented to the Faculty Council at its meeting on March 21. On April 11, 2005, the item appeared on the Council's agenda as an action item. However, due to lack of time, it was addressed and approved by the Faculty Council at its meeting on May 9, 2005. Transmitted to the president on May 10, 2005. Transmitted to the provost for his consideration and action on June 29, 2005. In a letter to the president dated January 19, 2006, the provost did not recommend approval and provided the following comment:

Academic advisors who work with student report that they do not find the table confusing. They are the primary clients. No need for change is deemed necessary. More importantly, the recent decision to exclude Credit by Exam (CBE) from students' cumulative GPA will have some impact on students' GPA in the early years of their undergraduate career. Making the proposed change at the same time we put the CBE policy into effect is likely to have an adverse effect on student retention and on students' opportunity to succeed and graduate from UT Austin in a timely fashion. This is a proposal we may want to revisit in three to five years once we have a chance to determine the impact of the CBE changes. For now, I would recommend that we take a wait-and-see-stance. There is no evidence that the proposed changes will have a significant effect on class availability."

In a memorandum dated April 20, 2006 (see Appendix A), Provost Ekland-Olson outlined revisions to the Course Instructor Survey (CIS) policy guidelines, which are retroactive to December 8, 2004.

  2005. Archie Holmes, chair of the Educational Policy Committee, was to present the legislation to the Council at its meeting on April 11, 2005. However, due to lack of time, it was addressed and approved at the meeting on May 9, 2005. Transmitted to the president on May 10, 2005. Transmitted to the provost for his consideration and action on June 29, 2005. Transmitted to the president from the provost on January 19, 2006, with the following recommendations:

"I recommend approval of Sections 1 and 3.

"Section I recommends the creation of a new symbol, N, to be used when a student drops a course for documented non-academic reasons. Section 3 requires that faculty provide a syllabus with specified information. I recommend adding to Section 3 that the syllabus also provide a description of the course, an outline of the weekly topics, and faculty and TA office hours. In addition, I recommend that we ask faculty to include the statement, The University of Austin provides upon request appropriate academic accommodations for qualified students with disabilities. For more information, contact the Office of the Dean of Students at 471-6259, 471-4641 TTY,

"I also recommend the approval of Section 5, which limits the number of Q drops, but with a modification. The proposed legislation recommends that a student who has received 3 Qs must have documented, non-academic reasons for any additional drops after the 12th class day. The limitation on Q drops is a very good idea. Based on the data provided by the Registrar's Office and consultation with academic advisors, however, I recommend that the recommended number be increased to 4. The purpose underlying the Faculty Council's proposal is maintained, and student progress is not reduced.

"I do not recommend approval of the proposed Sections 2 and 4.

"Section 2, which proposes changes to the current add and drop procedures, significantly shortens the period of time students have to add and drop courses each semester. Data prepared by the Registrar's Office indicate that these changes would have minimal impact on course availability and would be costly to implement. In addition, because students would have less time to attend meetings of a course and thus consider whether a course is suitable for them, it is projected that the likelihood of adds and drops would increase substantially. In my opinion, this would not be a healthy outcome for the institution.

"Section 4, which addresses course repeat policy, puts restrictions on the number of times a student may register for the same course. Colleges and schools currently handle these restrictions quite successfully internally. They are in the best position to determine the most effective practice for the courses they offer. I recommend that college/school level discretion be continued."
