On March 8, 2007, the president referred the legislation to the provost for review and recommendations. On July 2, 2007, Provost Leslie sent a letter to the president recommending approval. In a letter to the executive vice chancellor for academic affairs dated December 14, 2007, President Powers requested approval of the proposal.
