PROPOSAL TO CHANGE FUNCTIONS OF THE COMMITTEE ON COMMITTEES AND THE FACULTY RULES AND GOVERNANCE COMMITTEE

Professor Hillary Hart (senior lecturer, architectural and environmental engineering) submitted the following proposal on behalf of the Faculty Rules and Governance Committee recommending changes to the functions of their committee and the Committee on Committees. The proposal will be presented to the Faculty Council at its meeting on February 15, 2010. The secretary has classified this resolution as general legislation.

PROPOSAL TO CHANGE FUNCTIONS OF THE COMMITTEE ON COMMITTEES AND THE FACULTY RULES AND GOVERNANCE COMMITTEE

CURRENT COMMITTEE FUNCTIONS:

Committee on Committees

FUNCTION: To advise the president on personnel for standing committees of the General Faculty and the uses to be made of the committee system; to make recommendations to the Faculty Council regarding changes in responsibilities of standing committees.

Rules and Governance Committee

FUNCTION: To propose changes in the rules of procedure and governance structure of the General Faculty and the Faculty Council, to study all other proposed changes in and additions to the rules of procedure of the General Faculty and the Faculty Council and to submit recommendations to the General Faculty; to make the final ruling in any election dispute or on any election matter not covered by the rules; to handle questions of interpretation of rules; to determine questions of jurisdiction arising between the Faculty Council and the General Faculty.

PROPOSED CHANGES TO COMMITTEE FUNCTIONS:

Committee on Committees

FUNCTION: To advise the president on personnel for standing committees of the General Faculty and the uses to be made of the committee system; to make recommendations to the Faculty Council regarding changes in composition, functions, and responsibilities of standing committees, including term limits and voting rights of committee members.

Rules and Governance Committee

FUNCTION: To propose changes in the rules of procedure and governance structure of the General Faculty and the Faculty Council; to propose changes to the general voting rights of the General Faculty; to study all other proposed changes in and additions to the rules of procedure of the General Faculty and the Faculty Council; and to submit recommendations to the Faculty Council. If the recommendations concern the Faculty Council, the Committee will report also to the President, as the head of the General Faculty. In addition, this committee’s function is to make the final ruling in any election dispute or on any election matter not covered by the rules; to handle questions of interpretation of rules; and to determine questions of jurisdiction arising between the Faculty Council and the General Faculty.

RATIONALE:

The existing committee functions overlap. The changes remove redundant functions and clarify the functions of the two committees. Among its other duties, which remain unchanged, the Rules and Governance Committee will deal with issues relating to the general voting rights of the General Faculty, such as whether holders of certain ranks or positions will have voting rights in General Faculty elections. Among its other duties, which remain unchanged, the Committee on Committees will deal with issues relating to the specific voting rights and appointment terms of the members of the standing committees. Although the Rules and Governance Committee reports to the General Faculty and not to the Faculty Council, as do all other standing committees, it will continue to propose changes to the Faculty Council except in cases which will affect the Faculty Council directly; in such cases, changes will be proposed also to the president.
