D 5183 Faculty Welfare Committee Recommendations Concerning University Family Friendly Policies. Posted on the Faculty Council web site on December 6, 2006. Presented to the Faculty Council at its meeting on December 11, 2006. Approved by the Faculty Council at its meeting on January 22, 2007. Transmitted to the president on January 23, 2007. On March 8, 2007, the president referred the legislation to the provost for review and recommendations. On July 2, 2007, Provost Leslie sent a letter to the President Powers recommending approval. In a letter to the executive vice chancellor for academic affairs dated December 14, 2007, President Powers requested approval of the proposal.On April 22, 2008, the executive vice chancellor for academic affairs granted final approval of the recommendations. The Handbook of Operating Procedures has been updated accordingly.

D 6174-6183 Faculty Grievance Committee Proposal to Revise the Handbook of Operating Procedures 4.03, Teaching Assistant and Assistant Instructor Grievance Procedures. Posted on the Faculty Council web site on April 1, 2008, and updated on April 3, 2008. Presented to the Faculty Council at its meeting on April 14, 2008. Approved by the Council at its meeting on May 5, 2008. Transmitted to the president on May 6, 2008. In a letter dated May 20, 2008, President Powers asked Provost Leslie for his recommendations regarding this legislation. In a letter dated September 4, 2008, the provost recommended approval; approved by the president on September 8, 2008. On December 3, 2009, the president's office asked the Office of the General Faculty to move this legislation back to Pending President since the language has not been fully vetted by legal counsel. On February 18, 2010, the legislation was withdrawn since D 7836-7844 superseded it.

D 6797-6801 Proposed Mid-Catalog Change to the Bachelor of Science in Applied Learning and Development in the College of Education Chapter of the Undergraduate Catalog, 2008-2010. Posted on the Faculty Council web site on April 1, 2009. Approved by the Faculty Council at its meeting on April 13, 2009. Transmitted to the provost on April 14, 2009. Approved by the provost and transmitted to the executive vice president for academic affairs on April 23, 2009. Approved by the associate vice chancellor for academic planning and assessment and transmitted to the Texas Higher Education Coordinating Board on May 5, 2009.

D 7339-7341 Proposal to Change the Requirements for Designation as a College Scholar or a Distinguished College Scholar. Posted on the Faculty Council web site on October 10, 2009. The secretary classified this proposal as general legislation. It was approved the Faculty Council at its meeting on October 26, 2009, and transmitted to the president on October 27, 2009. In a letter dated November 4, 2009, President Powers asked Provost Leslie for written recommendations regarding the legislation. Provost Leslie recommended approval in a letter dated December 18, 2009. Approved by the president and transmitted to the executive vice chancellor for academic affairs on January 11, 2010. Final approval received from the executive vice chancellor for academic affairs on February 8, 2010. In a letter dated May 17, 2010, the president directed the Registrar's Office to incorporate the legislation into the General Information catalog for 2010-2011.

D 7342 Proposal to Add the Registrar to the Educational Policy Committee. Posted on the Faculty Council web site on October 10, 2009. The secretary classified this proposal as general legislation. It was approved the Faculty Council at its meeting on October 26, 2009, and transmitted to the president on October 27, 2009. In a letter dated November 4, 2009, President Powers asked Provost Leslie for written recommendations regarding the legislation. Provost Leslie recommended approval in a letter dated December 17, 2009. Approved by the president on January 11, 2010.

In a letter dated March 26, 2010, written recommendations regarding the legislation were requested from Provost Leslie , Vice President Hegarty, and Vice President Ohlendorf. In a letter dated June 28, 2010, Provost Leslie submitted his recommendation for partial approval and partial disapproval of the eight proposals as follows:
  1. Disapproval of the proposal for the Faculty Advisory Committee on Budgets to elect its own chair. The provost stated, “I believe it is important that the president be able to select a chair with demonstrated leadership and collaboration skills.”
  2. Approval of changing the standard terms on faculty standing committees from two to three years.
  3. Disapproval of the extension of service to a maximum of six, eight, and twelve years on committees with two, three, and five year terms of service. The provost indicated that the two-term limit should not be changed and referenced his comment relating to proposal two.
  4. Approval of the first rule providing for three-year chair limits for committees with three-year terms and disapproval of the second rule providing for eight years on committees with five-year terms.
  5. Approval of the proposal that creates a deadline for selection of the chair elect.
  6. Disapproval of the proposal that would allow chair elects to serve beyond term limits. However, the provost indicated that he “would be inclined to approve the first two sentences of the proposal
  7. Disapproval of the proposal that allows past chairs to serve an additional year. The provost indicated that he would approve the proposal if amended with the stipulation that no committee member (including pas chairs) is allowed to serve beyond two continuous terms.
  8. Approval of the proposal that seeks to clarify rules for selection of vice chair and chair elect.

In a letter dated March 26, 2010, written recommendations regarding the legislation were requested from Provost Leslie and Vice President Ohlendorf. In a letter dated June 30, 2010, Provost Leslie recommended disapproval of the proposal. He suggested resolving the conflict by retaining the first sentence of HOP C.1, Sec I, D.4., and striking the second sentence, which would then read as follows:
The Parliamentarian shall be appointed annually by the President upon the advice of the Faculty Council, and may be reappointed.
D 7986 Resolution Affirming the Minimal Standards for Governance Procedures for the Colleges and Schools at the University of Texas at Austin.
