PROPOSED ADDITION OF THE HUMAN RIGHTS AND SOCIAL JUSTICE BRIDGING DISCIPLINES CERTIFICATE AND REQUEST FOR RECOGNITION ON THE UNIVERSITY TRANSCRIPT

Dean Paul Woodruff of the School of Undergraduate Studies has filed with the secretary of the Faculty Council the proposed addition of the Human Rights and Social Justice Bridging Disciplines Program certificate and the request to recognize it on the University transcript. The dean of the college approved the changes on September 21, 2009. The secretary has classified this proposal as legislation of general interest to more than one college or school.

The Committee on Undergraduate Degree Program Review recommended approval of the change on October 28, 2009, and forwarded the proposed changes to the Office of the General Faculty. The Faculty Council has the authority to approve this legislation on behalf of the General Faculty. The authority to grant final approval on this legislation resides with the executive vice chancellor for academic affairs with notification to the Texas Higher Education Coordinating Board.

If no objection is filed with the Office of the General Faculty by the date specified below, the legislation will be held to have been approved by the Faculty Council. If an objection is filed within the prescribed period, the legislation will be presented to the Faculty Council at its next meeting. The objection, with reasons, must be signed by a member of the Faculty Council.

To be counted, a protest must be received in the Office of the General Faculty by November 9, 2009.

The Human Rights and Social Justice Bridging Disciplines Program (BDP) introduces students to the interdisciplinary study and practice of human rights at home and around the world. Students in this BDP will learn about the forms of oppression, marginalization, and violence that concern human rights researchers and practitioners. Through course work drawn from multiple disciplines, students will develop their knowledge of the issues and debates that dominate human rights and social justice scholarship today, including an understanding of the regional contexts within which contemporary human rights violations take place. At the same time, students in this BDP will learn about the historical, theoretical, and institutional underpinnings of international human rights advocacy and social justice movements, from the legacies of colonialism and imperialism to the international institutions that were formed in the wake of World War II. Finally, through the connecting experience component of the program, students will have the opportunity to complement their course work with hands-on experience in an organization working on human rights and social justice concerns.

The Human Rights and Social Justice faculty panel works with students to tailor their course work to fit their interests, and to identify research and internship opportunities.

BDP certificates combine courses that fulfill core requirements, electives, and a limited number of courses counting toward students’ majors with unique research and internships. With planning, the BDP should not add time to students’ UT careers. Rather, the BDP certificates are designed to help students choose the courses they already have to take in an integrated way, giving them the opportunity to develop a secondary area of specialization.

Our goal is to have the Human Rights and Social Justice BDP approved for recognition on students’ official transcripts. We would like to begin recognizing the Human Rights and Social Justice BDP on transcripts for students who graduate in fall 2010. The Human Rights and Social Justice BDP certificate has been approved by the BDP Steering Committee, the Undergraduate Studies Advisory Committee, and the associate dean and dean of undergraduate studies.

This change affects pages 21-22 of the 2008-10 Undergraduate Catalog.

6. Number of students expected to receive the certificate each semester:Approximately five to fifteen, once the program has been operating for several years.

7. Number of hours required for completion (Please note if there is a minimum or maximum number of hours): A minimum of 19 credit hours is required for completion of the certificate.

8. List faculty who are on the certificate program faculty committee. (For inclusion on transcripts, the faculty committee must have a minimum of five members and at least 2/3 of the committee must be tenured or tenure-track.) Note with an asterisk those faculty who are tenured or tenure track. Please also note the program chair, who will be responsible for authorizing the students’ certificates. Specify changes to the committee membership by noting those no longer on the committee and those added to the committee.

10. Other certificate requirements:
All students are required to complete the following requirements:
1. At least nineteen credit hours of course work, to be distributed as follows:
a. Foundation Courses: Four credit hours of foundation courses that introduce key concepts and methodologies related to the interdisciplinary study of Human Rights and Social Justice. Students take both of the following courses:
i. Forum Seminar (one credit): BDP 101: Intro to Human Rights and Social Justice; or another course approved by the Human Rights and Social Justice faculty committee.
ii. Human Rights History and Theory Foundation Course (three credits): BDP 301: Human Rights: History, Theory, Institutions, Law; or another course approved by the Human Rights and Social Justice faculty committee.
b. Connecting Experiences: Six credit hours of undergraduate research and internships that connect students’ Human Rights and Social Justice BDP to their major field. All students must complete at least one internship course (3 credit hours) in order to satisfy this requirement. Connecting Experiences are designed to be individualized based on the student’s interests and goals, and a variety of course numbers offered through the BDPs (BDP 310, 311, 320, 321) and in departments across the University may be used. All students must write a 3-5 page essay reflecting on the experience, in addition to the academic requirements specified by the faculty member supervising the student and assigning a grade.
c. Courses in a Strand: Nine credit hours of approved courses in a strand that allow students to focus their remaining BDP course work. Students will work with their BDP advisor and the faculty panel to design an interdisciplinary strand that allows them to pursue their interests, and at the same time exposes them to multiple areas of concern for human rights researchers and practitioners. In designing their strand, all students must choose courses either from more than one of three Topics categories (Nationalism, Imperialism, and War; Social Groups and Social Justice; and Theory, Policy, and Institutions), or from more than one of three Geographic categories (Regional; US; and Comparative). The faculty committee for Human Rights and Social Justice approves new courses that may count toward the certificate each semester, and the committee may also approve student petitions to count unlisted courses on a case-by-case basis.

2. A 3-4 page integration essay in which students reflect on what they have learned and accomplished through their BDP experience. These essays will be reviewed by members of the BDP faculty panel.
3. Students must earn a grade of C or above in each of the courses taken to fulfill BDP requirements. All but one of the courses taken to fulfill BDP requirements must be taken on the letter-grade basis.
4. At least half of the required course work in the BDP certificate must be completed in residence at The University of Texas at Austin.
5. Completion of the requirements of a major.


11. Give a detailed rationale for change(s):
The Human Rights and Social Justice certificate is a new addition to the Bridging Disciplines Programs, and it will begin accepting applications from students in fall 2009. Each of the other nine BDPs has received approval to be recognized on student transcripts beginning in Fall 2010, and we would like to have the Human Rights and Social Justice certificate also recognized.

The Human Rights and Social Justice certificate was developed in response to students expressing the need for a certificate focusing explicitly on Human Rights and Social Justice. Although many of the other BDP certificates have included options for students to study human rights or social justice issues within the context of the larger BDP topic (e.g. Ethics and Leadership, Cultural Studies, or International Studies), we heard from students and from faculty affiliated with the Rapoport Center for Human Rights and Justice in the Law School that there was a need for an undergraduate program that focuses on human rights as the primary topic, and that grounds students in the history, theory, and institutions that shape debates surrounding human rights issues today. The Bridging Disciplines Programs collaborated with the Rapoport Center to develop and offer this program in order to satisfy this need.
