VIII. NEW BUSINESS.

B. Proposed Changes to the Description of the Parliamentarian of the General Faculty in the Handbook of Operating Procedures (D 8485-8486).

Professor Staiger reported that President Powers had not approved the Faculty Council legislation passed last year that sought to correct contradictions in the HOP regarding the selection of the parliamentarian of the General Faculty. After the legislation was turned down, she said discussions with the president produced an alternate proposal that was agreeable to members of the Faculty Rules and Governance Committee as well as the president. In HOP Chapter 1, Section I.D.4, the proposed wording for the new legislation said the Faculty Council Executive Committee (FCEC) would appoint each year prior to the start of the fall semester a parliamentarian of the General Faculty, who could be reappointed; in addition, the wording was deleted that said the General Faculty parliamentarian could not be a member of the Faculty Council or the Faculty Council Parliamentarian. Then, in Section III.D.4 of Chapter 1, the proposed new legislation indicated that the same process would be used for the selection of the Faculty Council parliamentarian, who would be appointed annually prior to the start of the fall semester by the FCEC and eligible for reappointment. Professor Staiger said this new legislation cleared up the discrepancy and set the time frame and appointment procedures for the parliamentarian position. She asked if there were any questions, and there were none. Chair Neikirk called for the vote, and the motion unanimously passed by voice vote.
