REPORT OF THE CHAIR.

A. Proposed Addition to the Handbook of Operating Procedures Concerning the Prohibition of Camping on University Property.

Chair Friedman reported the camping ban policy was now available on the UT Austin website, which he opened on the large screens in the meeting room for Council members to see. He said the UT administration had sent the proposed policy to the FCEC, and its contents had generated a lengthy discussion at executive committee’s recent meeting. Although the FCEC had not developed a formal position on the policy, he recalled that every member at the meeting had raised some concern about the document, especially the negative emphasis or tone of the document’s wording. FCEC members, according to the chair, perceived that an approach paralleling that of the University’s free speech document could have been developed that fostered “safe, sane, sanitary, unobtrusive” protest actions. Although the concerns of the FCEC are continuing, Chair Friedman said he understood implementation would occur, and he wanted to be sure Council members were aware of the new HOP policy.
