COMMUNICATION WITH THE PRESIDENT.

A. Comments by the President.

After welcoming everyone, President William Powers said work on the financial exigency legislation had taken a good deal of time during the last couple of Faculty Council cycles and the hard work especially of two or three Faculty Council Executive Committee (FCEC) members to gain administrative approval. The effort developed after Hurricane Ike caused job losses at the University of Texas Medical Branch in Galveston in 2008 and raised general concern among faculty and the UT System Faculty Advisory Council about the lack of procedures to deal with financial exigency. President Powers expected it would take time at UT System for review and consideration of UT Austin’s proposed legislation, but the administration would encourage UT System to grant approval. Should a financial exigency situation develop before system approval is secured, President Powers said the procedures in the proposed legislation would be followed. He described the UT Austin proposal as providing “a default process that we have until it gets formal action from the System.”
