REPORT OF THE CHAIR.
A. Proposed Guidelines & Procedures for Implementing Regents’ Rule 31102.

Chair Alan W. Friedman announced that the Proposed Guidelines & Procedures for Implementing Regents’ Rule 31102 (D 9686-9688), which pertains to faculty evaluations, has been approved by the UT Austin administration and posted on the Faculty Council website. He said the document had been modified slightly to take into account the amendments that were offered. In addition, a wording change was included to clarify that the final decisions regarding annual reviews rested with the department, whether that was the chair, executive committee, budget council, or some combination of the three. He added that the new guidelines were intended to be flexible and open to interpretation with implementation best determined at the local level. Chair Friedman encouraged everyone to review the posted document and provide feedback.

B. Resolution in Support of Academic Freedom in the Case of Loretta Capeheart.

Chair Friedman reported that the resolution in support of academic freedom in the case of Loretta Capeheart (D 9676-9677), which was presented by Professor Shingavi, passed 24-7 by email vote and was sent to the president for his information. He explained that resolutions do not require administrative action, because they are expressions of the Council’s opinions.
