REPORTS FROM SPECIAL COMMITTEES AUTHORIZED BY THE FACULTY COUNCIL.

D 8563 Revision of the Handbook of Operating Procedures, Chapter I, Section V. Clarifying the Voting Rights of Faculty in Colleges, Schools and Departments. Posted on the Faculty Council website on February 8, 2011. The secretary has classified this as general legislation. The legislation was approved by the Faculty Council at its meeting on February 14, 2011, and transmitted to the president on February 15, 2011. In a letter dated February 22, 2011, the president’s office requested written recommendations regarding the legislation from Dr. Steve Leslie and Ms. Patricia Ohlendorf. On March 2, 2011, Provost Leslie recommended approval of the revision. Final approval resides with UT System.

D 8624-8628 Proposed Revisions to UT Austin’s HOP 3.16 Threatened Faculty Retrenchment.Posted on the Faculty Council website on March 31, 2011. The secretary has classified this as emergency major legislation. The legislation was approved by the Faculty Council at its meeting on April 11, 2011, and then by the General Faculty on a no-protest basis on April 28, 2011. It was transmitted to the president on April 29, 2011. On April 29, 2011, the president’s office requested written recommendation regarding the legislation from Provost Steven Leslie and Vice President Patricia Ohlendorf. The Faculty Council Executive Committee withdrew this item following revisions. The revised proposal can be found under D 8936-8939. Notice of no-protest for D 8624-8628 can be found under D 8659.

D 8936-8939 Proposed Revisions to UT Austin’s HOP 3.16 Threatened Faculty Retrenchment. Posted on the Faculty Council website on August 30, 2011. The Secretary has classified this as major legislation. It was approved by the Faculty Council at its meeting on September 19, 2011. The General Faculty approved the legislation on a no-protest basis on October 5, 2011. It was transmitted to the president on October 7, 2011. In a letter dated October 13, 2011, the president’s office requested written recommendations regarding the legislation from Provost Leslie and Vice President Ohlendorf. On December 16, 2011, Provost Leslie responded with his recommendation for approval. This proposal replaces D 8624-8628, which was withdrawn. Final approval resides with UT System. On June 20, 2012, the legislation was returned to the Faculty Council having been reviewed and returned by UT System with several concerns. These are summarized in the attachment to the letter from the president's office. The Faculty Council Executive Committee and the Faculty Rules and Governance Committee have been asked to reconsider the proposal in light of Mr. Sharpton's comments.

D 8997 Revisions Proposed by the Graduate Assembly to Recent Amendments to the In Absentia Policy Passed by the Faculty Council in May 2011. Posted on the Faculty Council website on September 16, 2011. The secretary has classified this proposal as general legislation. The Faculty Council approved the revision on a no-protest basis on September 26, 2011. Transmitted to the President on September 27, 2011. In a letter dated October 4, 2011, the President’s Office requested written recommendation regarding the legislation from Provost Leslie and Vice President Ohlendorf. On March 19, 2012, Provost Leslie recommended approval of the proposal. Final approval resides with UT System.

D 9100 Report of the Committee to Nominate Voting Faculty Members to the Undergraduate Studies Advisory Committee.Posted on the Faculty Council website on October 18, 2011. The Secretary has classified this as general legislation. At its meeting held October 31, 2011, the Faculty Council elected two members, Charlotte Canning( professor, theatre and dance) and Lee Ann Kahlor (associate professor, advertising), to represent their respective college on the Undergraduate Studies Advisory Committee. The results were transmitted to Dean Paul Woodruff on November 1, 2011.

D 9101 Resolution from the Faculty Council Executive Committee Regarding  Conferral of Degrees. Posted on the Faculty Council website on October 18, 2011. The Faculty Council endorsed the resolution at its meeting on October 31, 2011. Transmitted to President Powers for his information on November 2, 2011. Final approval resides with the Faculty Council with notification to the president. On January 12, 2012, President Powers acknowledged receipt. In a separate letter on that same dated, he referenced D 8460 and agreed that the delegation of authority for the approval or disapproval of degree candidates resides with the faculty and that an announcement will be incorporated into the language of the spring commencement ceremony script to reflect this.

D 9351 Nomination for the 2011-2012 Faculty Council Chair Elect Replacement.  Posted on the Faculty Council website on January 12, 2012. On January 23, 2012, the Council elected Professor Martha F. Hilley (music) to serve as chair elect replacing Professor Alba A. Ortiz (special education) who will retire from UT effective August 31, 2012. Formal notification was transmitted to the president on January 26, 2012. Final approval resides with the Faculty Council with formal notification to the president.

D 9501-9503

Resolution Authorizing Formation of the ad hoc Joint Committee of the Graduate Assembly and Faculty Council on Graduate Student Fellowships. Posted on the Faculty Council website on February 15, 2012. On February 20, 2012, the Faculty Council endorsed the resoltuion. On February 21, 2012, the resolution was transmitted to the president for his information. No further action is required.

D 9544 Report of the Committee to Nominate Voting Faculty Members to the Undergraduate Studies Advisory Committee. Posted on the Faculty Council website on March 15, 2012. To be acted on by the Council at its meeting on March 19, 2012.

D 9545-9546 Report of the Committee to Nominate Faculty Members for Appointment to the Intercollegiate Athletics Councils for Men and for Women, and to the University Co-op Board of Directors. Posted on the Faculty Council website on March 15, 2012.  On March 19, 2012, the Faculty Council approved the slates, which were transmitted to the president immediately following the Faculty Council meeting. On March 21, 2012, the president notified the secretary that Professor Steven Goode had been appointed to serve on the Co-op Board of Directors for a four-year term beginning September 1, 2012, and lasting through August 31, 2016. On April 10, 2012, the president notified the secretary that Professor Kevin Foster (educational administration) had been appointed to serve on the Intercollegiate Athletics Council for Women, and that Professor Ben Carrington (sociology) had been appointed to the Intercollegiate Athletics Council for Men; both faculty members have been appointed to serve a four-year term beginning September 1, 2012 and lasting through August 31, 2016.

D 9547 Report of the Committee to Nominate Faculty Members for Appointment to the University of Texas Police Oversight Committee. Posted on the Faculty Council website on March 15, 2012. On March 19, 2012, the Faculty Council approved the slate of names, which was transmitted to the president immediately following the Faculty Council meeting. On April 10, 2012, President Powers appointed Edmund T. (Ted) Gordon (anthropology) to serve as a faculty representative on the Police Oversight Committee for 2012-2015.

D9686-9688 University of Texas at Austin Guidelines for Implementing the Rules and Regulations of the Board of Regents’ Rule 31102: Evaluation of Tenured Faculty. Posted on the Faculty Council's website and transmitted to the president on May 1, 2012. Approved by the Faculty Council on April 23, 2012. Transmitted to the president on May 3, 2012. In a letter dated May 14, 2012, the president’s office requested written recommendation regarding the legislation from Provost Leslie and Vice President Ohlendorf. On May 29, 2012, Provost Leslie recommended approval. Final approval resides with the president.Final approval resides with the president.

D 9689-9690 Report of the Committee to Nominate Faculty Council Officers for 2012-2013. Posted on the Faculty Council website on May 4, 2011. At its meeting on May 9, 2012, the Faculty Council elected the following officers to serve on the Faculty Council Executive Committee for 2012-13: Hillary Hart, chair elect (distinguished sr. lecturer civil, architectural, and environmental engineering), Professors Patrick J. Davis (pharmacy), Michael P. Domjan (psychology), and Susan R. Klein (law) were elected to serve as members of the 2012-13 Faculty Council Executive Committee. Other members of the 2012-13 Faculty Council Executive Committee are Martha F. Hilley, chair (professor, music), Alan W. Friedman, past chair (professor, English), Sue A. Greninger (secretary associate professor, human development and family sciences), and Hunter March, chair, Graduate Assembly (professor, music).
