STATUS OF LEGISLATION APPROVED BY THE FACULTY COUNCIL OR THE GENERAL FACULTY.

ITEMS COMPLETED SINCE THE LAST REPORT.

D 7825-7844 Proposed revisions of the Handbook of Operating Procedures, Sections 3.18 and 4.03 from the Faculty Grievance Committee. Posted on the Faculty Council website on February 9, 2010, and classified as general legislation. Approved by the Faculty Council at its meeting on February 15, 2010, and it was transmitted to the president on February 16, 2010. On March 22, 2010, the President's office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. Upon receipt of their recommendations, the proposals were approved by the president and transmitted to UT System on April 23, 2010. A meeting to discuss the grievance procedures has been scheduled with UT System’s Vice Chancellor and Deputy General Counsel Dan Sharphorn, UT System’s Managing Attorney Helen Bright, Professor Martha Hilley (music), and Vice President Ohlendorf for December 18, 2013. On March 13, 2014, UT System granted final approval.

D 8997 Revisions Proposed by the Graduate Assembly to Recent Amendments to the In Absentia Policy Passed by the Faculty Council in May 2011. Posted on the Faculty Council website on September 16, 2011, and classified as general legislation. On September 26, 2011, the Faculty Council approved the revision on a no-protest basis, and it was transmitted to the president on September 27, 2011. On October 4, 2011, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. On March 19, 2012, Provost Leslie recommended approval of the proposal. On September 3, 2013, Vice President Ohlendorf recommended approval. On September 5, 2013, President Powers transmitted the proposal to UT System recommending implementation of the legislation. On March 17, 2014, UT System granted final approval.

D 9686-9688 University of Texas at Austin Guidelines for Implementing the Rules and Regulations of the Board of Regents’ Rule 31102: Evaluation of Tenured Faculty. Posted on the Faculty Council website on April 23, 2013, and classified as general legislation. On April 23, 2012, the Faculty Council approved the legislation, and it was transmitted to the president on May 3, 2012. On May 14, 2012, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. On May 29, 2012, Provost Leslie recommended approval. FOn March 17, 2014, President Powers granted final approval saying the recommendations are being implemented.

D 10042-10087 Final Report of the Ad Hoc Joint Committee of the Graduate Assembly and the Faculty Council on Graduate Student Fellowships. Posted on the Faculty Council website on November 7, 2012, and classified as general legislation.  On November 19, 2012, the Faculty Council amended and approved the report, and it was transmitted to President Powers on November 20, 2012. On November 29, 2012, President Powers acknowledged receipt of the report, which was being held pending its reconsideration by the Graduate Assembly. On February 14, 2013, Secretary of the Graduate Assembly Diane Schallert notified the president of the Graduate Assembly's approval of the amended report. On April 23, 2013, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie, Vice President Patricia Ohlendorf, and Vice Provost and Dean Judith Langlois. On May 13, 2013, Provost Leslie recommended approval. On March 18, 2014, President Powers granted final approval.

Proposed Changes to the College of Natural Sciences Section in the Undergraduate Catalog 2014-2016. Posted on the Faculty Council website on January 2, 2014, and classified as being of general interest to more than one college or school. The Committee on Undergraduate Degree Program Review recommended approval of the changes on December 11, 2013, and forwarded the proposals to the Office of the General Faculty. On January 17, 2014, the Faculty Council approved the legislation on a no-protest basis, and they were transmitted to the provost on behalf of the president on January 20, 2014. On March 7, 2014, Executive Vice President and Provost Gregory Fenves transmitted the proposal to UT System recommending approval. Final approval resides with UT System. On April 3, 2014, UT System granted final approval.

On April 15, 2013, the Faculty Council approved the proposed changes, and it was transmitted to the president on April 16, 2013. On April 19, 2013, the president’s office requested written recommendations from Executive Vice President and Provost Steven Leslie, Vice President for Legal Affairs Patricia Ohlendorf, and Vice President and Chief Financial Officer Kevin Hegarty regarding the report. On April 25, 2013, Provost Leslie recommended approval. On May 24, 2013, Vice President Kevin Hegarty recommended approval. On March 4, 2014, Vice President Ohlendorf said she found “the modifications to be in order for approval and incorporation into the UT Austin Handbook of Operating Procedures.”On March 17, 2014, President Powers approved the proposal with formal notification to UT System. On March 24, 2014, Senior Vice Provost for Enrollment and Graduation Management David Laude responded to an inquiry form UT System that explained the consolidation of the Spanish and Portuguese programs into Iberian and Latin American Languages and Cultures with the CIP code 16.0908.00.

The Faculty Council voted to endorse the report at its meeting on March 17, 2014. On March 19, 2014, the panel was transmitted to the president. On April 1, 2013, President Powers appointed Hillary Hart (distinguished senior lecturer, civil, architectural, and environmental engineering) to the University Co-op Board of Directors to serve a four-year term beginning September 1, 2014, and ending August 31, 2018.

D 11445-11449 Report from the University Academic Calendar Committee to Extend the Thanksgiving Break. Posted on the Faculty Council website on March 11, 2014. On March 17, 2014, The committee presented four options to the Faculty Council for discussion (D 11445-11449). After a lengthy dialogue, Faculty Council members asked the committee to present a proposal with only one option; refer to the March 17 minutes. On April 14, 2014, proposal D 11508-11512 will be acted on by the Faculty Council.

D 11450-11460 Report from the Educational Policy Committee on Required and Proposed Revisions to the Basic Form Course Evaluation. Posted on the Faculty Council website on March 11, 2014. On March 17, 2014, the Council discussed the report and provided recommendations to the committee. The Faculty Council will vote on proposed changes to the basic form (D 11504-11507) at its meeting on April 14, 2014.
