STATUS OF LEGISLATION APPROVED BY THE FACULTY COUNCIL OR THE GENERAL FACULTY.

F. ITEMS REFERRED BY THE PRESIDENT TO THE PROVOST FOR REVIEW AND RECOMMENDATION.

D 8456-8458 Proposed Revisions to the Departmental Budget Council Constitution and Authority in the Handbook of Operating Procedures. Posted on the Faculty Council website on November 3, 2010, and classified as general legislation. On November 15, 2010, the Faculty Council approved the proposal, and it was transmitted to the president on November 16, 2010. On November 22, 2010, President Powers asked Executive Vice President and Provost Steven Leslie and Vice Presidents Patricia Ohlendorf and Kevin Hegarty for written recommendation regarding the legislation. On December 7, 2010, Provost Leslie recommended approval of the legislation. On September 3, 2013, Vice President Ohlendorf responded with concerns stating that the proposed change would involve the Budget Council (or other departmental or non-departmentalized college/school governance body) in all hiring decisions with the chair (or non-departmentalized dean) and that it may not provide the flexibility to meet immediate teaching needs and/or to make changes at year end. She also expressed that she did not think that the modifications in paragraph 5 of the Handbook of Operating Procedures provision were needed, but that there was no legal objection to them. On October 3, 2013, the president’s office requested written recommendation from Executive Vice President and Provost Gregory Fenves. Final approval resides with UT System.

D 10674-10685 Proposed Changes to the Degrees and Programs Section in the School of Business Section in the Undergraduate Catalog 2014-2016. Posted on the Faculty Council website on October 10, 2013, and classified as legislation of general interest to more than one college or school. The Committee on Undergraduate Degree Program Review recommended approval of the changes on October 9, 2013, and forwarded the proposal to the Office of the General Faculty. On October 21, 2013, the Faculty Council approved the legislation on a no-protest basis, and it was transmitted to the provost on behalf of the president on October 22, 2013. Final approval resides with UT System.

D 10875-10881 Request to Add a National Academy of Engineering Grand Challenges Scholars Program Certificate and/or Request for Recognition on the University Transcripts in the Cockrell School of Engineering Section in the Undergraduate Catalog 2014-2016. Posted on the Faculty Council website on November 20, 2013, and classified as being of general interest to more than one college or school. The Committee on Undergraduate Degree Program Review recommended approval on November 13, 2013, and forwarded the proposal to the Office of the General Faculty. On December 6, 2013, the Faculty Council approved the legislation on a no-protest basis, and transmitted it to the provost on behalf of the president on December 9, 2013. Final approval resides with the Texas Higher Education Coordinating Board.

D 11169-11170 Faculty Educational Benefit Proposal from the Faculty Welfare Committee. Posted on the Faculty Council website on January 16, 2014, and classified as legislation of general interest. The Faculty Council approved the proposal at its meeting on January 27, 2014, and it was transmitted to the president on January 29, 2014. On March 12, 2014, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Gregory Fenves, Vice President for University Operations Patricia Clubb, Vice President and Chief Financial Officer Kevin Hegarty, and Vice President for Legal Affairs Patricia Ohlendorf. The Committee on Undergraduate Degree Program Review recommended approval of the changes on January 29, 2014, and forwarded them to the Office of the General Faculty. On February 26, 2014, the Faculty Council approved the legislation on a no-protest basis, and it was forwarded to the provost on behalf of the president on February 27, 2014.  Final approval resides with UT System.
