STATUS OF LEGISLATION APPROVED BY THE FACULTY COUNCIL OR THE GENERAL FACULTY.

D. ITEMS UNDER REVIEW BY THE OFFICE OF THE CHANCELLOR.

D 7825-7844 Proposed revisions of the Handbook of Operating Procedures, Sections 3.18 and 4.03 from the Faculty Grievance Committee. Posted on the Faculty Council website on February 9, 2010, and classified as general legislation. Approved by the Faculty Council at its meeting on February 15, 2010, and it was transmitted to the president on February 16, 2010. On March 22, 2010, the President's office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. Upon receipt of their recommendations, the proposals were approved by the president and transmitted to UT System on April 23, 2010. A meeting to discuss the grievance procedures has been scheduled with UT System’s Vice Chancellor and Deputy General Counsel Dan Sharphorn, UT System’s Managing Attorney Helen Bright, Professor Martha Hilley (music), and Vice President Ohlendorf for December 18, 2013. Final approval resides with UT System.

D 8997 Revisions Proposed by the Graduate Assembly to Recent Amendments to the In Absentia Policy Passed by the Faculty Council in May 2011. Posted on the Faculty Council website on September 16, 2011, and classified as general legislation. On September 26, 2011, the Faculty Council approved the revision on a no-protest basis, and it was transmitted to the president on September 27, 2011. On October 4, 2011, the president’s office requested written recommendation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. On March 19, 2012, Provost Leslie recommended approval of the proposal. On September 3, 2013, Vice President Ohlendorf recommended approval. On September 5, 2013, President Powers transmitted the proposal to UT System recommending its implementation. Final approval resides with UT System.

D 9505-9509 Proposed Revisions to the Language in the Handbook of Operating Procedures and the Policy Memoranda Regarding No-Protest Procedure. Posted on the Faculty Council website on February 17, 2012, and classified as general legislation. On February 29, 2012, the Faculty Council approved the proposal on a no-protest basis, and it was transmitted to the president on March 1, 2012. On March 6, 2012, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. On March 21, 2012, Provost Leslie recommended approval of the proposal. On September 3, 2013, Vice President Ohlendorf recommended approval. On September 6, 2013, President Powers transmitted the proposal to UT System recommending its implementation. Final approval resides with UT System.

D 9987-10000 Non-Substantive Revisions to the Threatened Faculty Retrenchment Legislation D 8936-8939. Posted on the Faculty Council website on October 10, 2012, and classified as general legislation. On May 10, 2010, the Faculty Council approved legislation (D 8009-8012) proposing changes to the Threatened Faculty Retrenchment policy in the Handbook of Operating Procedures 2-2230 (then HOP 3.16). However, the legislation was disapproved by the president and returned to the Faculty Council. The Faculty Council approved a second proposal (D 8624-8628) on April 11, 2011, which was also returned by the president. Further discussion with President Powers and Executive Vice President and Provost Leslie regarding the procedures for appeal produced further revisions resulting in D 8936-8939, which was approved by the Faculty Council on September 19, 2011, and by the General Faculty on October 5, 2011. On February 24, 2012, President Powers transmitted the legislation to UT System recommending approval. On June 20, 2012, UT System’s Vice Chancellor and Deputy General Counsel Dan Sharphorn returned the legislation without approval. The Faculty Council Executive Committee (FCEC), current and past chairs of the Faculty Rules and Governance Committee, the provost, and the vice president of legal affairs worked closely with Mr. Sharphorn to address his concerns. On October 1, 2012, the FCEC, Provost Leslie, and Vice President Patti Ohlendorf determined that the subsequent revisions to the Threatened Faculty Retrenchment policy did not need approval of the Faculty Council since the changes were non-substantive and were in keeping with the spirit of the D 8936-8939. On November 7, 2012, the policy was retransmitted to the president with revisions to the Policy Statement on D 9992. On October 16, 2013, Vice President for Legal Affairs Patricia Ohlendorf indicated that, subject to approval by the president, the proposed policy was ready for final approval by UT System. On October 28, 2013, President Powers transmitted the proposed UT Austin Handbook of Operating Procedures revisions to UT System recommending approval and implementation of the changes. Final approval resides with UT System.

D 10188-10192 Proposal to Align Affiliated Studies Credit with Reciprocal Exchange Credit so that All UT-Approved Study Abroad Programs Have the Same Academic Characteristics. Posted on the Faculty Council website on February 7, 2013, and classified as general legislation.  On February 18, 2013, the Faculty Council approved the proposal, and it was transmitted to the president on February 19, 2013. On April 19, 2013, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf.   On April 25 ,2013, Provost Leslie recommended approval. On September 3, 2013, Vice President Ohlendorf recommended approval. On September 5, 2013, President Powers transmitted the proposal to UT System recommending its implementation. Final approval resides with UT System.

D 10328-10329 Proposed Change to General Information Catalog Language on Simultaneous Majors Policy as Approved by the Educational Policy Committee. Posted on the Faculty Council website on April 22, 2013, and classified as general legislation. On May 6, 2013, the Faculty Council approved the proposal, and it was transmitted to the president on May 7, 2013. On May 9 , 2013, , the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. On May 16, 2013, Provost Leslie recommended approval. On September 3, 2013, Vice President Ohlendorf recommended approval. On September 5, 2013, President Powers transmitted the proposal to UT System recommending its implementation. Final approval resides with UT System with formal notification to the Texas Higher Education Coordinating Board.

D 10330-10331 Proposed Change to General Information Catalog Language on Multiple Degrees Policy as Approved by the Educational Policy Committee. Posted on the Faculty Council website on April 22, 2013. The secretary classified this proposal as general legislation. The Faculty Council approved the proposal at its meeting on May 6, 2013. On May 7, 2013, the proposal was transmitted to the president. On May 9, 2013, the president’s office requested written recommendation regarding the legislation from Executive Vice President and Provost Steven Leslie and Vice President Patricia Ohlendorf. On May 16, 2013, Provost Leslie recommended approval. On September 3, 2013, Vice President Ohlendorf recommended approval. On September 5, 2013, President Powers transmitted the proposal to UT System recommending its implementation. Final approval resides with UT System with formal notification to the Texas Higher Education Coordinating Board.

Posted on the Faculty Council website on August 26, 2013, and classified as general legislation. The Committee on Undergraduate Degree Program Review recommended approval of the change on April 29, 2013, and forwarded the proposed changes to the Office of the General Faculty. On September 5, 2013, the Faculty Council approved the proposal on a no-protest basis, and it was transmitted to the provost on September 9, 2013. On October 28, 2013, Executive Vice President and Provost Gregory Fenves transmitted the proposal to UT System recommending approval. Final approval resides with the Texas Higher Education Coordinating Board.

D 10343-10347 Request to Add an Evidence and Inquiry Certificate and/or Request for Recognition on the University Transcripts in the College of Natural Sciences Section in the Undergraduate Catalog, 2014-2016. Posted on the Faculty Council website on August 26, 2013, and classified as general legislation. The Committee on Undergraduate Degree Program Review recommended approval of the change on April 29, 2013, and forwarded the proposed changes to the Office of the General Faculty. On September 5, 2013, the Faculty Council approved the proposal on a no-protest basis, and it was transmitted to the provost on September 9, 2013. Posted on the Faculty Council website on October 29, 2013, and classified as legislation of exclusive application and of primary interest only to a single college or school. The Committee on Undergraduate Degree Program Review recommended approval of the changes on October 23, 2013, and forwarded the proposal to the Office of the General Faculty. On November 4, 2013, the Faculty Council approved the legislation on a no-protest basis, and it was transmitted to the provost on behalf of the president on November 5, 2013. On November 8, 2013, Executive Vice President and Provost Gregory Fenves transmitted the proposal to UT System recommending approval. Final approval resides with UT System.
