On December 7, 2010, Provost Leslie recommended approval of the legislation. On September 3, 2013, Vice President Ohlendorf responded with concerns about the proposal her concern that the proposed change would provide the Budget Council (or other departmental or non-departmentalized college/school governance body) involvement in all hiring decisions with the chair (or non-departmentalized dean) and that it does not provide the flexibility to meet immediate teaching needs at times and/or to make changes at year end. She also expressed that she did not think that the modifications in paragraph 5 of the Handbook of Operating Procedures provision were needed, but that there was no legal objection to them.
