meetings shall be held the third Monday of each month, with the
first meeting of the year being held in September.

of the Council may participate in the discussion but not vote.
The presiding officer may control the use of tape
recorders, cameras, and like devices as necessary to the orderly
work of the Council.
Resolutions and legislation may be introduced by
any member of the Council, but all resolutions and legislation
must have at least two sponsors, at least one of whom must be an
elected faculty member.
