Voters in Meerut, India, in the state of Uttar Pradesh wait in line to vote Saturday, Sept. 25, 1999, during the fourth phase of general elections. About 75,000 police were deployed across India to prevent the bloodbath that occurred during the third phase of voting, but large-scale voter fraud was expected to be high regardless. Pulitzer winner McConnico earned his B.J. in ’87 and his M.A. in ’94 from the School of Journalism. When asked to participate in the photo essay, McConnico said he was “built from scratch” by Dennis Darling, J.B. Colson and others in the department. “I owe them everything,” he said.
