Bob Harkins, Ed.D.
Associate Vice President for Campus Safety and Security

  • Over 12 years extensive knowledge of leading the Campus Safety & Security programs at two major universities.
  • Bob coordinates the activities of Parking and Transportation Services, Environmental Health and Safety, Fire Prevention Services, and the University of Texas Police Department.
    He spent 27 years in the Army, retiring as a Colonel. He was awarded 2 Silver Stars for valor and 2 Purple Hearts.
  • Bob was awarded his Doctorate from Pittsburgh University in 1998.
  • Bob continuously plans the steps toward a more safe, secure and pedestrian-friendly campus by implementing alternative transportation programs to make UT Austin campus a safer place to work and visit.

March Merit Increases and State Employment Records

FY 07-March Merit for Classified Staff

Each vice president and dean has the discretion to permit March merit increases within the units reporting to him or her. March merit increases should be considered only for those classified employees who were not eligible for a merit increase on September 1, 2006 and who have been employed at the university for at least six consecutive months and based on superior performance by the employee in one or more of the following areas:

  • Quantity and quality of work performance compared to standards for the job classification and the specific position;
  • Attitude toward the job, including initiative and dependability;
  • Cooperation with peers, subordinates and supervisors; or
  • Punctuality and attendance.

March Merit Increases

  • Requests for March merit increases must be justified, routed through appropriate budget channels, and approved by the appropriate vice president or dean by March 31.
     
  • Questions concerning this salary increase policy should be directed to your HRS Staffing and Career Management representative (http://www.utexas.edu/hr/lookup/index.php) or by contacting Staffing and Career Management at 475-8027 or hrs-staffing@austin.utexas.edu.

Other Pay Adjustments

  • Additional Duties: Temporary
    • Used to accommodate a change in work content that is limited in timeframe
    • Staff shortage from turnover or LWOP for extended period - FMLA, etc.
    • Short term projects or surges
       
  • Additional Duties: Permanent
    • Work has changed in a position for the foreseeable future
    • The change does not escalate or warrant a change in title (reclassification)
    • Reorganization
    • Redistribution of work following reduction in staff
       
  • Equity Adjustment
    • May be justified when there are volatile swings in the internal or external "markets" for specific skills and competencies.
    • Often require expeditious action to ensure fairness and equity
    • May be needed for retention

Processing Pay Adjustments

  • Complete the salary adjustment form
  • Enter processing information
  • Justification
  • New duties
  • Requires Dean/AVP level approval
  • Forward to HRS
  • Once approved, complete the appointment change
  • Information and forms available on Web

State Employment Records

  • Cleanup of state employment records initiated in September
  • For records where employee input has been validated, adjustments were made for the February pay period.
  • Adjustments were reflected in the March payrolls.
  • Next step will be notification of those who did not respond with deadline for correcting records.
