Draft Discipline and Dismissal Policies - Julien Carter, Associate Vice President, Human Resource Services

Regents' Rule For Discipline And Dismissal Of Classified Employees

At November Regents Meeting- System will propose the following:

  • Clarification that all classified employees are ‘at-will’ employees.
    • But provides for a model policy that indicates disciplinary action can be for performance or conduct.
    • Like current policy excludes appeal policy for reductions in force, persons on probation, and so forth.
  • Simplification of the appeal process for  high-level discipline: termination, demotion, and suspension without pay.
    • Appeal to Vice President or designee
    • No longer requires court reporter

Recruiting Summary Changes - Rich Burns, Director, Staffing and Career Management Services

New changes are being implemented to:

  1. Align current process with Department of Labor hiring documentation requirements
  2. Facilitate completion of recruiting summaries
    1. Increase compliance levels
    2. Reduce processing requirements by departments and HR review
  3. Ease administrative burden of units.

Change—

  • Reasons for hire/non hire will be only required for the following statuses:
    • Hired
    • Interviewed, not selected for hire
  • Changes are being tested now and are planned to go into effect October 1

Reasons for non-hire will no longer be required for the following statuses:

  • Reviewed non competitive
  • Reviewed, incomplete application
  • Reviewed, does not meet minimum requirements  
  • Declined offer or withdrew application
  • Special consideration applicant was hired
  • For the statuses listed above, the status itself will be considered the reason.

Position Management Update - Rich Burns, Director, Staffing and Career Management Services

  • Did you know….
    • For a complex LWOP situation, *DEFINE can require as many as 5 or more separate transactions.
    • In Position Management, only 1 transaction is necessary!
    • Position Management saves time and effort!
  • August Meeting—Institutions

  • User group testing
  • Excellent progress to date including functional screen development and loading of thousands of positions
  • Broad scope of functionality and systems interfaces
  • Requirement for full readiness across six campuses and UT System
  • Rollout date is under review—
    • Feedback from user meetings and the other institutions coupled with resource requirements to process the input is significant
  • Implementation will not occur in March 2008
  • As we near that timeframe and planning factors permit, a new target will be communicated to the stakeholder groups
  • We will continue to work on testing, conversion, etc

FLSA Update - Rich Burns, Director, Staffing and Career Management Services

  • Administrative exemption requests have been processed and departments notified of any changes.
  • Senior Administrative Associate title is non exempt as of 9/1.
    • Any hours worked in excess of 40 will be reflected as overtime at time-and-a-half
    • Can still earn comp time at straight time
  • Final overtime figures will be provided to departments (Dean and VP delegates) later this month
    • Need to process all FY 2007 time sheets
    • Overtime will be added in to time system
  • Payout may be made in time off or in cash.
    • Use OV-5
    • Be sure to delete the time in the ETA system
    • Provide a letter to the employee indicating this payment is being made and reason

    • BlueCross BlueShield card for medical and prescription coverage contains "UTS0" prefix, BID is the last 8 alpha-numeric digits
