FLSA Update - Rich Burns, Director, Staffing and Career Management Services, HRS, 475-8040
- Reports provided to Dean and VP Delegates
- Review figures for reasonableness/accuracy
- HR has entered overtime balances into time sheets and converted exempt comp time to non exempt comp time.
- Departments can pay out in cash or start the drawdown process (2 year limit)
- Letters to employees go out this week.
- Employees draw down by charging paid time off to "Overtime" in the timesheet system.
- Pay out: several departments paid out overtime to employees prior to these reports.
- Where this occurred and has not been accounted for, contact Robin Jarman
Security Sensitive Form Revision - Rich Burns, Director, Staffing and Career Management Services, HRS, 475-8040
- Please begin using this new form immediately and discontinue use of prior versions
- Includes important compliance elements as well as other changes
- Requirement for the Social Security Number still present
- A new addition is the requirement for identity confirmation
- Department must confirm that the subject of the check is the same person that has completed the top portion of the form and signed release

Position Management Project Oversight has transitioned to the new ENCORE Program?
What is ENCORE?
- In 2006, the Core Application Strategy for the Enterprise (CASE) Project was conducted
- In Spring, 2007, an ongoing program was established named ENCORE (ENterprise COre REsources). The primary focus of this program is to make the ENCORE strategic plan a reality.
- In September, 2007, Position Management became the first project to become officially governed by the ENCORE Program.

Grandfathered Retirement Providers
- Result of new IRS 403(b) regulations
- Impacts Optional Retirement Program (ORP), 403(b) and UTSaver Tax Sheltered Annuity (TSA), 403(b)
- Does NOT impact UTSaver Deferred Compensation Plan (DCP), 457(b)
- Affected participants must select an approved provider by December 14 for retirement contributions beginning on the January 1, 2008 paycheck
- AIG VALIC, Fidelity, ING, Lincoln Financial, MetLife, TIAA-CREF
- UT System Office of Employee Benefits (OEB) will mail notification to affected participants on October 15
- OEB reminder e-mail on November 15
- OEB reminder e-mail on December 1
- If a new provider is not selected by December 14
- ORP contributions will remain at Payroll Services until a new provider is selected
- TSA contributions will stop until a new provider is selected
- Account balances may remain with the former provider; only new contributions must be directed to an approved provider

2008 Contribution Limits
- Applies to the supplemental retirement plans
- UTSaver Tax Sheltered Annuity (TSA), 403(b)
- UTSaver Deferred Compensation Plan (DCP), 457(b)
- New limits are typically released by the IRS in late October or early November
- Not yet known!
- Communication will be sent to campus after the new limits are released
Nonresident Alien Employees - Renee Wallace, Director, Payroll Services, 471-7785
Nonresident Alien Employees – New Process
- GLACIER – online system to replace Payment Request Form (PRF)
- Collects information directly from employee
- Determines tax status and eligibility for exemptions
- Provides completed forms to be printed, signed and forwarded to Payroll
- Departments no longer prepare PRF
Process
- Applies to employees who are NOT classified as US Citizen or Permanent Resident from I-9
- Employee will receive notification via UT Secure Message System (UT EID required to access)
- Secure message will provide temporary password and information about how to log into Glacier
Implementation
- Now – Pilot for new hires
- If hiring Nonresident Alien in October, contact Jimmy Harper at 475-8562 to participate in pilot
- November 1 – full implementation
- Payroll Web site will be updated and Payment Request form removed
- New employees will receive notification automatically based on citizenship status
- Current employees will be notified to use system for annual renewal
