1. What is the purpose of a selection panel?

The selection panel conducts the recruiting effort for a vacancy. By working together, they provide varying perspectives, help to eliminate biases and benefit the department by involving employees and customers in the hiring decision.

2. Who makes up a selection panel?

The panel consists of a minimum of three members who represent external and internal customers, a cross-section of the department, and a variety of positions. At least one member should be thoroughly familiar with the knowledge, skills and abilities required to perform the functions of the position and with the work environment of the position.

3. What are the roles of the panel members?

The Selection Panel Chair provides leadership to panel members and manages the process so that it is efficient and effective; is responsible for setting up panel meetings, arranging for interviews, contacting applicants, etc.; and is an equal member of the panel. Panel Members commit the time necessary to study applicant materials, fully participate in all meetings and interviews, and meet established deadlines. Each makes a commitment to understand and follow selection process policies and procedures and abide by Equal Employment Opportunity and Affirmative Action guidelines. Each is an equal member of the panel. The Section, Unit, or Department Head monitors the entire process. If also a member of the panel, he or she is an equal member and works with the panel to reach consensus on the best qualified applicant. This individual is responsible for signing and certifying the Recruiting Summary.

4. What is the involvement of Recruiting and Staffing Services of Human Resource Services (HRS)?

Employment Consultants are available to provide consultation on the selection process, including Equal Employment Opportunity and Affirmative Action guidelines, especially targeted recruiting. The role can vary from an advisory capacity to a participating panel member.

5. How does a selection panel function?

The various functions of the panel can begin before, during or after the development of an applicant pool. Following are some of their functions:

  • Decide upon the roles
  • Review the position description being used for recruitment which includes required qualifications, preferred qualifications, functions, working conditions, etc.
  • Develop the selection matrix (optional)
  • Develop job related interview questions to be asked of each candidate
  • Review applicant materials
  • Determine most competitive applicants to interview
  • Contact applicants to interview and let them know they will be interviewed by a panel
  • Conduct interviews
  • Review and compare interview notes
  • Reach consensus on best qualified applicant
  • Check references
  • Make offer of hire
  • Complete Recruiting Summary
  • Send out regret letters
