Salary Restriction Policy, Exception and Review Process—Rich Burns, Project Consultant, Human Resource Services
Background
- President Powers sends Salary Freeze directive by e-mail on June 8, 2009
- University Budget Council (UBC) developed the Salary Restriction Policy, Exception, and Review Process
- Staffing and Career Management Services (SCMS) developed the Processing Guidelines for Salary Freeze Exceptions
- Both the Salary Restriction Policy and Processing Guidelines documents were vetted through campus business, budget and HR leads.
Processing Guidelines
- The Processing Guidelines document breaks down the Salary Restriction Policy by:
- Transaction type
- Identifying the exceptions possible
- Establishing the guidelines and process
- Addressing steps HRS and/or Payroll will need to take to implement the new process
- Identifying the offices that will review and approve the request
- Generally, staffing and compensation transaction documents will be sent through normal HR or Payroll channels
- There may be additional steps prior to approval.
- There isn’t an established review schedule, SCMS and/or Payroll will provide weekly process updates.
