Employment provisions in Article IX, Sections 5 and 6 of the current State of Texas Appropriations Act require that the Political Aid, Legislative Influence, and Standards of Conduct Provisions be furnished to each employee. These sections also require that each employee acknowledge receipt of this information.

Acknowledgment can be done on the Web through the online Ethics Statement [UT EID required]. A PDF version of the form (in English or Spanish) is available for download from HR Document Express/General Forms. The completed form should be sent to Employee Record Services at Campus Mail Code J5600.

Application for Non-regular Positions (PO-14)

This application is also referred to as the "Students Employment Application," although it is also used for all nonacademic positions that are less than 20 hours per week and/or less than 4 1/2 months in length.

The application should be completed, signed and dated, and the original application form should be sent to Employee Records for imaging. The department should also make a copy for their files.

Employment Eligibility Verification (Form I-9)

Any offer of employment is contingent upon completion of the U.S. Citizenship and Immigration Services (USCIS) Employment Eligibility Verification form and providing documents to verify identity and employment eligibility as required by law.

When completing the Form I-9, you will be required to attest that you are a citizen or national of the U.S., a lawful Permanent Resident or an alien authorized to work. All new employees will be required to produce documentation to show proof of identity and work authorization in the United States.

If you are an employee, it is your responsibility to make sure that you complete Section 1 of the form and provide documents approved by the USCIS. The employer cannot specify which of the documents they will accept, but you must provide documentation as specified by the USCIS.  If you are an employee in the United States on a J-1 visa, you will need to provide a copy of your IAP-66 form; if you are on an F-1 visa, you will need to provide a copy of your I-20 form. Both the IAP-66 and the I-20 can be obtained from the University of Texas International Office.

If you are an employer, it is your responsibility to make sure the employee has filled out Section 1 completely, and to examine the documents presented as verification to make sure that they are valid and complete and fulfill the requirements. The next step is to complete either Section 2 OR Section 3, as appropriate, and send the completed form and a copy of the documentation to HRS by the end of the third working day.

Important Note: The person who examines the documents presented MUST be the same person who signs and dates Section 2 or Section 3. If you have questions or concerns, especially if you need help identifying valid documents, please contact Employee Records for assistance.

Motor Vehicle Record Check

A Motor Vehicle Record Check is required for all new employee who will be driving a University of Texas at Austin motor vehicle. If the new employee is from another state, they will need to turn in their out-of-state license and obtain a Texas driver's license within 30 days of the time they become a State of Texas resident.

Selective Service

The Selective Service Eligibility and Verification form must be given to and filled out by ALL new male employees, regardless of age. However, proof of Selective Service registration is required ONLY for males age 18 through 25. The University of Texas at Austin is required to verify that all new employees who should be registered with the Selective Service have done so before they can start work.

In accordance with Texas State Government Code, Section 651.005, when being hired, The University of Texas at Austin will require any male age 18 through 25 who is or has been required to register with the Federal Government Selective Service System to provide proof of registration or exemption.

Proof of registration consists of one of the following:

  1. The Selective Service card issued to you upon registration, or
  2. Printout of the online verification.

If you have not yet registered, you may obtain a mail-in form at any United States Postal Service Office, or you may register online.

Transfer of Prior State Service Credit and Leave Balances

Employees who have previously worked for a Texas state agency or institution of higher education must complete the transfer form and send it to each previous employer.*  The agency will return the form to UT Austin, Human Resource Services, Employee Record Services.

*Special Note – Employees who worked for the following agencies should contact Employee Records, 512-471-5127, for handling of the transfer of their service record: Health and Human Services Commission, Department of Aging and Disability Services, Department of State Health Services, MHMR State Hospitals and Centers, Department of Assistive and Rehabilitative Services and Department of Family and Protective Services.

State Service is earned by being an employee of the State of Texas, and is not dependent upon the number of hours worked; you do not need to be in a benefits eligible position in order to earn State of Texas State Service Credit.

This State Service Credit is used to determine vacation accrual rates and longevity pay; it is not used to determine retirement benefits. Teachers Retirement System of Texas (TRS) also uses a figure called "state service" to determine retirement benefits eligibility, but it is not calculated the same way as State of Texas service. All questions concerning TRS state service and retirement eligibility should be directed to TRS at 512-542-6400, or toll-free at 1-800-223-8778.

Departments can check the current state service balance of their employees by requesting it in writing, and the information will be returned by campus mail. Individual employees can check their state service balance through the Electronic Timesheet System [UT EID required]. State service is reflected in the "Balances" section at the bottom of the timesheet.

Verification of Employment (VOE)

An employee may print a VOE for their service at UT Austin through the Verification of Employment service in UT Direct [UT EID required]. If a VOE signed by a Human Resources official is needed, please contact Employee Records at 512-471-5127.
