The University of Texas at Austin
License for Transactions
with Cuba

Comments or suggestions:

Travel to Cuba is severely restricted under the Cuban Assets Control Regulations promulgated under the Trading With the Enemy Act. Under these Regulations, spending money relating to Cuban travel is prohibited unless the traveler is licensed. The restrictions include spending money (in any currency) whether travelers go directly to Cuba or via a third country and providing services of any kind to Cuba or a Cuban national. The Regulations are enforced by the Department of the Treasury, Office of Foreign Assets Control ("OFAC").

Pursuant to 31 C.F.R. section 515.565(a) of the Regulations, the U.S. Department of the Treasury's Office of Foreign Assets Control has issued a long-term specific license to The University of Texas at Austin authorizing its students and employees to engage, under the auspices of the institution, in certain transactions involving educational activities in Cuba.

Activities under the University of Texas license are limited to the following:

UT Students
UT Faculty and Staff
.........Activities permitted without obtaining a license
.........Activities requiring the UT license
.........Attending a conference in Cuba
Departments inviting Cubans to UT
