License for Transactions
with Cuba 

Student activities under the University of Texas license are limited to the following:

Participation in a structured educational program as part of a course offered at at the University of Texas at Austin, provided the program constitutes a full term of study and no shorter than 10 weeks in duration in Cuba;

Noncommercial academic research in Cuba specifically related to Cuba for the purpose of obtaining a graduate degree;

Participation in a formal course of study at a Cuban academic institution, provided the formal course of study in Cuba will be accepted for credit toward the student’s undergraduate or graduate degree at the University of Texas at Austin and provided that the course of study is no shorter than 10 weeks in duration;

Students planning a trip to Cuba that meets the requirements of UT's license should follow these steps:

Step 1 Request travel under the  University of Texas License from the International Office.

Step 2

Contact an authorized travel agent to arrange for your ticket and accommodations.

Step 3

Complete an application for visa to Cuba. The visa application is not submitted in the United States. Complete the application on line, print out, and take with you to have available when requested.

Step 4

Familiarize yourself with the regulations regarding travel to Cuba under the license of an academic institution, the Comprehensive Guidelines published by OFAC, the financial restrictions, and "What you need to know about the U.S. embargo".

CAUTION: Reading through the various materials on visiting Cuba can be quite confusing. There are different regulations for each type of traveler.

Step 5

Upon re-entry to the United states, present your UT Austin travel authorization letter to the immigration/customs inspector in the U.S. airport.

  Students planning to attend a conference in Cuba should apply for an individual license.
