SQL Server 2005: Client Access Licenses (CALs)

In the Client-Server licensing model, CALs allow client users or devices to connect to your SQL Server. Departments should purchase SQL Server Device CALs or User CALs when a finite number of known users or devices will be communicating with the SQL Server.
