What is the Oracle Master Agreement?
Effective February 28, 2004, the University of Texas System has entered into a volume licensing agreement with Oracle Corporation. This agreement extends for five years (with an option for a 2 year extension) and provides both site licensing for certain products as well as a blanket order under which other products can be purchased.

What products are covered?
Under this agreement, a fixed set of products are site-licensed for the entire UT System. In addition, campuses may select from a pool of products which can be site-licensed for their school at discounts of at least 90%. For a list of products covered under the site license, please see the UT System Oracle Agreement page.
Departments can also use this agreement as a blanket order under which to purchase other products including licenses and technical support at at 50% discount off of Oracle's Global Price List.
Who may use the covered products?
Products licensed under this agreement can be installed on University-owned equipment and used by any faculty, staff, or currently enrolled student.
What are the benefits of this new agreement?
In addition to having a set of products site-licensed under this agreement, there are many benefits available to the UT System under this new agreement. Here are a few:
- Existing Oracle support contracts renewed using our contract are capped in service costs for 5 years (Note, to receive discounts, you must reference the UT System Oracle Master Agreement per the instructions here)
- We have a minimum 50% discount on any new Oracle purchases
- Licenses purchased under this agreement are permanent and are fully transferable within the UT System to any new hardware, any operating system supported and even other groups within UT System
Do I have to pay any up-front licensing fees for the site licensed products?
No, there is no up-front license fee for products site licensed under this agreement.
If component institutions wish to purchase additional site licensing for their campus, they will have to decide how to offset the additional license fees within their campuses.
Do I have to pay any support fees for the site licensed products?
Yes, each campus must pay its portion of the support fees each year. In turn, each campus must decide how to offset the support fees within their campuses.
For UT Austin: for the annual period (through February 2005), UT Austin departments that had existing Oracle contracts for products that are now site-licensed paid their normal support charges minus any service credit due. For subsequent years (e.g., March 2005, March 2006. ...), there may be a different algorithm used.
May I use covered products at home or on a personal computer?
No. The license granted under the Oracle agreement does not provide for use on personally-owned computers.
How can I get access to technical support?
Under this agreement, the UT System has a fixed number of named contacts for technical support through Oracle MetaLink. A number of these contacts will be distributed evenly across the UT System, and the remainder will be provided to those who already had support contracts at the time of the agreement, or who would like to establish a new support contract through the UT System.

Can licenses purchased under this agreement be moved from one University-owned computer to another?
Yes. Licensed products can be transferred from one hardware/operating system combination to another without any need for approval from Oracle.
Can licenses purchased under this agreement be transferred to another department or unit?
Yes. Licenses purchased under this agreement can be transferred from one party to another as a result of operational transfers, transfer of business functions or user consolidations. However, the recipient must be eligible under the terms of this agreement and must agree in writing to be bound by the terms and conditions of the Master Agreement 2004 and the Ordering Document applicable to the transferred licensed Program(s). May I contract with a facilities management firm ("outsourcer") to run Oracle products?
Yes, you may have an outside firm operate licensed products on your behalf per §5.04 of the Oracle Master Agreement 2004. However, you are required to take certain actions outlined in the agreement such as assuming full responsibility for the outside firm's use of licensed products and providing Oracle with written notice when licensed products are sent to and returned from the firm. Please contact SDS for more details.
What do I do about my existing licenses and technical support?
Under the terms of this agreement, existing licenses can be converted or migrated to another license type or metric (e.g. Named User vs. Processor) and additional licenses can be purchased. The terms of the new agreement will apply to migrated licenses, but neither the terms nor the pricing will apply retroactively to any licenses which are not migrated. A detailed migration matrix is provided in Appendix C and Appendix D of the Oracle Master Agreement 2004. While you can migrate licenses at any time, the current migration matrices are only guaranteed for the first six (6) months of the agreement term (through August 27, 2004).
Annual technical support for licenses purchased prior to this agreement is eligible for renewal using the rates available under this agreement. You should coordinate with our Oracle sales representatives for specific details on pricing and terms.
What about third party products that include Oracle?
We know of some departments that have purchased third party products that include one or more of the site licensed Oracle products. You should be able to reduce your existing and future support bills by letting that third party know we are site licensed. Please remember to register your usage of the products.
