Description:Guest speaker Michael Zuckert presents "Completing the Constitution: The 14th Amendment," a discussion of James Madison's view of the Constitution as an incomplete document.

Although on Constitution Day we celebrate the signing, or the completion, of the Constitution, Madison, the man largely responsible for the plan of the Constitution, thought it to be importantly incomplete and unlikely to succeed at solving the problems that beset the American political order. The Civil War proved his point, and in postwar efforts of Reconstruction the 14th Amendment was added to the Constitution. That amendment is best seen as an effort to complete what Madison had seen as incomplete in the original Constitution.
