The health care act targets underuse. Tort reform targets overuse. The only real way to cure the system is a comprehensive reform which addresses holistically the three cost drivers of underuse, misuse and overuse.

Dear Ronen Avraham No doubt CPG sounds fine but you define here that the politics wouldn't allow such reform to take place. Patient Protection and Affordable Care Act is by far complete, but I do believe its a good bill in the right direction.
